Job Summary:
The Chief Financial Officer (CFO) is responsible for developing and implementing COTA's financial strategy, overseeing accounting and procurement operations, and aligning financial initiatives with the Authority's mission and long-term goals. The CFO serves as a key member of the executive leadership team and manages the overall financial health of the organization.
Responsibilities:
- Lead and manage all financial services and activities within the Finance Division.
- Develop and execute financial strategies and policies aligned with COTA's mission.
- Direct annual operating and capital budget processes and ensure strategic alignment.
- Provide comprehensive financial reporting, including monthly status reports.
- Maintain internal controls and ensure regulatory compliance with financial practices.
- Oversee procurement processes and contract administration with an eye toward efficiency and compliance.
- Evaluate financial implications of programs and development opportunities.
- Manage COTA's debt portfolio, including issuance, refinancing, and reporting obligations.
- Collaborate with the Chief LinkUS Program Officer on financial modeling and program alignment.
- Design and lead transformation initiatives to enhance Finance Division operations.
- Represent COTA in public and legislative financial discussions and presentations.
- Provide strategic financial advice to the CEO, Board of Trustees, and senior leadership.
Qualifications:
- Bachelor’s degree in Accounting, Finance, or a related field required.
- CPA certification preferred.
- Minimum of 10 years’ executive experience in financial administration, ideally in a public or transit-related organization.
- Demonstrated success in strategic planning, budget oversight, and compliance management.
- Experience managing procurement and contract functions within a regulatory framework.
- Proven leadership skills with the ability to manage cross-functional teams and projects.

Retirement
COTA participates in the Ohio Public Employees Retirement System (OPERS).
- Employees contribute 10% of salary; COTA contributes an additional 14%.
