Summary:
The SME Training and Development Specialist provides expert-level guidance and oversight in the design, development, delivery, and evaluation of training solutions in support of program and contract objectives. This role ensures that all training products, methodologies, and delivery mechanisms comply with federal requirements, industry standards, and client‑defined performance metrics.
The SME establishes training strategies, learning objectives, and implementation plans aligned with project milestones and agency mission needs. Leveraging extensive domain expertise in instructional design, adult learning theory, change management, and training technologies, the SME leads the development of curricula, job aids, eLearning modules, facilitator guides, and measurement tools.
The SME directs training activities across the project lifecycle, including requirements analysis, solution development, quality assurance, deployment, and sustainment. Responsibilities include oversight of training staff, coordination of schedules and resources, and ensuring deliverables meet contractual scope, cost, and schedule requirements. The SME interfaces directly with federal stakeholders, participating in briefings, requirements negotiations, technical reviews, and performance assessments.
Decisions and recommendations made by the SME may have significant impact on workforce readiness, adoption of new processes or systems, and the overall success of project implementation. The SME may supervise trainers, instructional designers, and instructional technologists, providing technical direction and subject-matter expertise to ensure high-quality training outcomes.
Responsibilities:
Essential Job Functions:
  • Conduct training analysis and provide advanced virtual training solutions, focused on simulation and integration of IW LVC training capabilities and scenarios.
  • Identify LVC training opportunities to integrate with other platforms and units across the Navy, Joint DoD communities to support improved readiness for CSGs, ARGs, SAGs and independent deplorers.
  • Identify interrelated LVC training requirements, draw conclusions/assessments on simulated (virtual) training systems and curriculum to develop recommendations for IW LVC training to improve Fleet mission effectiveness.
  • Support the N72 Fleet Training division in the conduct of Fleet warfighting effectiveness assessments to identify LVC training gaps, highlight IF, BA, AC2 and EMW requirements, assess mitigation efforts, and support potential solution development/innovation across platforms (afloat and ashore) executing IF, BA, AC2 and EMW mission sets.
  • Support development of Live, Virtual, and Constructive training capabilities for networked IW mission area enclaves.
  • Assess recent CSG, ESG, ARG, and ID Post Deployment Reports to gain insight into shortfalls in existing LVC training for IF, BA, AC2 and EMW mission areas.
  • Support integration with other warfare communities and WDCs to optimize IF, BA, AC2 and EMW advanced training exercises and objectives in the Optimized Fleet Response Plan (OFRP). This integration will include strong technical and doctrinal alignment during live, virtual, and constructive training events. Assess other opportunities for training from Joint/Department of Defense and other Service entities.
  • Assist NIWDC N72 with identifying and standardizing existing IF, BA, AC2 and EMW advanced training at the individual, unit and group level. Work to align people, billets, and IF, BA, AC2 and EMW mission teams/modules to advanced training requirements and link this training into the OFRP timeline.
  • Use Fleet experimentation results to guide efforts and explore potential options for experimenting with Fleet LVC at the Fleet Maritime Operational Centers (MOC).
  • Support development of a Science and Technology (S&T) plan to highlight the need for resources that support critical IW LVC deficiencies in IF, BA, AC2 and EMW mission areas, along with instituting new/revised virtual training solutions that address Carrier Strike Group (CSG)/Expeditionary Strike Group (ESG)/Amphibious Readiness Group (ARG)/Independent Deployers (ID) IW shortfalls.
  • Support development of an experimentation strategy and support Fleet experimentation and demonstration events that validate new/revised IW LVC effects and address the most challenging IF, BA, AC2 and EMW issues for the Fleet.
Qualifications:
Necessary Skills and Knowledge:
  • Strong written and verbal communication skills
  • Ability to work collaboratively in a team-oriented environment.
Minimum Qualifications:
  • Must have either an associate or bachelor’s degree in a related field OR equivalent years of related work experience.
  • Minimum of 18 years of experience in IW within the DoN to include military service as an O-3/CWO/E-7 or above. Shall have knowledge and understanding of applicable technical concepts and practices to support IW readiness across DOTMPLF.
  • Clearance: TS/SCI clearance required
