TWM is an integrated approach to managing the entire water cycle that involves owning and operating water, wastewater, and recycled water utilities within the same geographic area in order to maximize the beneficial use of recycled water. TWM also implements smart water management programs, including advanced and remote metering infrastructure. It enables smart water management programs such as 2 remote metering infrastructure and other advanced technologies, rate designs, and incentives that result in real conservation. TWM helps protect water supplies in water-scarce areas experiencing population growth.

Global Water has received numerous industry awards, including national recognition as a ‘Utility of the Future Today’ for its superior water reuse practices by a national consortium of water and conservation organizations led by the Water Environment Federation (WEF). The company also received Cityworks’ 2022 Excellence in Departmental Practice Award for demonstrating leadership and creativity in applying public asset management strategies to daily operations and long-term planning.

ROLE OVERVIEW

This role supports the planning and delivery of Capital Improvement Program (CIP) projects within a water and wastewater utility environment. reporting to Engineering Management, this position is responsible for delivering capital projects from initial concept, scoping, budgeting, permitting and design through construction, commissioning, and closeout. By directing engineering consultants, contractors and other vendors, the -level Project Manager collaborates with regulatory agencies, internal operations staff, and other stakeholders to complete capital projects within scope, schedule and budget. The position provides an opportunity to develop project management, technical, financial, and communication skills while gaining experience with water and wastewater infrastructure projects.

This position requires a developing knowledge of water distribution and treatment systems, wastewater collection and treatment processes, and reclaimed water infrastructure, along with strong organizational, communication, and problem-solving skills.

KEY RESPONSIBILITIES

Project Planning & Delivery

  • Manage or assist with a portfolio of assigned CIPs through various phases, including inception, scoping, planning, budgeting, permitting, design, bidding, construction, commissioning, and closeout.
  • Support the development of project scope, goals, schedules, milestones, and deliverables.
  • Track project schedules, milestones, action items, and daily or weekly progress using project management tools and software.
  • Assist with preparation of work proposals, bid packages, contracts and technical specifications.
  • Support the bidding and procurement process and assist with evaluating responses.
  • Maintain project documentation and communicate project status to the project team and management.

Budget & Financial Management

  • Assist with developing project budgets and monitor budget status throughout the project delivery cycle.
  • Review project invoices and progress payment requests for accuracy and alignment with project status
  • Process contract amendments and change orders upon acceptance with your manager.
  • Track project commitments, expenditures, and available funding.
  • Assist with reviewing design fees and construction costs prior to contract award and execution.

Design & Construction Management

  • Assist managers and engineering teams during planning, design, and construction phases.
  • Perform as the primary point of contact for assigned projects, engaging and informing project teams and interdepartmental support staff as needed.
  • Participate in construction site visits to observe safety, progress, document deficiencies, and support contract compliance activities.
  • Monitor and enforce safety standards and expectations. Record and report regular safety audits, near-misses, corrective actions, and incidents per company and regulatory requirements. The Project Manager will be a leader in safety best practices while promoting a culture of safety to the project team.
  • Delegate, monitor, and develop responses to project documentation, including requests for information (RFIs), product submittals, change orders, contractor pay applications, and other construction documents.
  • Review plans, specifications, consultant scopes of work, and reports with guidance from senior staff.
  • Participate in value engineering and project improvement activities.

Stakeholder Coordination & Communication

  • Support coordination with management, engineering consultants, contractors, utility companies, regulatory agencies, and the public.
  • Work with internal departments, including Operations and Maintenance, Development Services, Accounting, Rates, Safety, Environmental Resources, and Regulatory Compliance.
  • Coordinate project information and submittal reviews with internal divisions and departments.
  • Prepare project status updates and other reports for management and project teams.
  • Communicate project issues, schedule concerns, and other matters to senior project management in a timely manner.

Regulatory Compliance & Permitting

  • Assist with obtaining necessary permits and regulatory clearances.
  • Support compliance with applicable local, state, and federal guidelines, codes, and standards.
  • Develop familiarity with Arizona water and wastewater regulations and regulatory processes.
  • Because GWR is a utility regulated by the Arizona Corporation Commission, this position may be called upon to provide rate review support on data requests and assist with drafting direct testimony.

Records & Administrative Management

  • Maintain complete and organized project records in accordance with organizational policies.
  • Complete administrative tasks related to project management, contracts, technology systems, and vendor communications.
  • Assist with maintaining CIP program standards, procedures, and best practices.
  • Support operations staff by providing project-related information and assistance as directed.
  • Perform other project management duties as assigned.

SKILLS & ABILITIES

Technical Knowledge

  • Basic to working knowledge of water treatment, distribution, and storage systems, including wells and pumping infrastructure.
  • Basic to working knowledge of wastewater treatment, collection, and pumping systems, as well as reclaimed water distribution systems.
  • Proficiency with Microsoft Office Suite and the ability to learn project management software, like Cityworks, Smartsheet and Adobe/Bluebeam.
  • Familiarity with CAD software is a plus.
  • General understanding of standard construction delivery methods, including Design-Bid-Build, CM at Risk, and Design-Build.
  • Ability to read and interpret basic engineering drawings, technical specifications, and regulatory documents with appropriate guidance.

EDUCATION & EXPERIENCE

Required

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, Construction Management, Project Management, or a closely related technical field.
  • Minimum of one to three (1–3) years of progressively responsible experience in project management, design, construction management, engineering, or a related field.
  • Experience or demonstrated knowledge of project planning, design, construction, or infrastructure projects.
  • Ability to support projects through multiple phases of the project lifecycle.

Preferred

  • One to three years of water and wastewater or municipal infrastructure experience.
  • Prior experience with consulting engineering design of municipal water and wastewater projects.
  • Prior construction management, field inspection, or construction project experience.
  • Experience working in a municipal, government, or rate-regulated utility environment.

LICENSES & CERTIFICATIONS

  • Valid Arizona Driver's License required upon hire.
  • Professional Engineer (PE) License or Engineer in Training (EIT) License in the State of Arizona — preferred, not required.
  • Project Management Professional (PMP) certification or equivalent — preferred, not required.
  • Arizona Water or Wastewater Operator Certifications — preferred, not required.

Physical Demands: Sitting for extended periods; prolonged periods of time with repetitive motions of hands and fingers; close vision, distance vision and ability to adjust focus; climb stairs, navigate uneven terrain; use fingers to grasp and move small objects; ability to hear and recognize sounds; able to react quickly using hands, fingers, or feet; able to utilize personal protective equipment as appropriate for safety. The employee must occasionally lift and/or move up to thirty pounds.

Facial hair for operations personnel shall not be allowed at points where the SCBA face piece is designed to contact and seal with the face (i.e. chin and jawline). Sideburns and mustaches will be trimmed and well-groomed as determined by the Operators Manager.

Work is performed in an office and outdoors where the employee may be exposed to noise from construction sites, heavy equipment and inclement weather.
