Position Overview
We are seeking highly experiencedProject Manager to support GSEs contract Emergency Support Section (ESS) planning, logistics, training, and emergency response support services with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). This includes coordination with federal, state, and local law enforcement and emergency management stakeholders, execution of preparedness activities, and field deployment during emergency activations.
Candidatesmust hold or be eligible for a Top Secret security clearance.
Key Responsibilities
- Supervise, direct, review and coordinate work performed by all contract personnel under this PWS while maintaining effective liaison with government personnel in coordination with the COR.
- The Project Manager will not supervise government
- Oversee project management, including all aspects of the project including planning, executing, and monitoring.
- Provide strong analytical and project support, facilitate executive work groups, and build teams to complete projects as necessary.
- Develop long-term and strategic objectives to help ensure that end user requirements will be satisfied in future years of the contract.

- During activations, serve as the Executive Officer to the ESS National Coordinator who oversees day-to-day operations of the Management Support Team (i.e., gathering information for and providing advice, opinions, recommendations and ideas to the National Coordinator and other ESS officials).
Qualifications
- Have eligibility for a Top-Secret Security
- Have demonstrated ability and experience in leading and coordinating policy and project evaluations, to formulate policy, and to analyze and synthesize
- Have ability and experience in developing and presenting viable options to solve those problems and implement solutions that improve
- Have ability and experience evaluating resource allocations within large, multi-million- dollar entities to determine how to maximize mission effectiveness and
- Have demonstrated ability and experience in making resource allocation recommendations based on complex tradeoffs.
- Have demonstrated skill in dealing routinely with the highest level of officials - with diverse backgrounds, interests, and points of view - both within and outside the government
- Have had at least five (5) years of leadership experience assigned in a unit responsible for crisis management/emergency management, response, and/or training for a large law enforcement organization which includes responsibility for, and actual deployment to, real world incidents.
- Have served as a law enforcement officer, at the federal, state, or local level and have worked in the crisis, consequence or emergency management fields or possess a similar military experience for a minimum of ten (10) years.
- Have completed a course of study resulting in an advanced degree either an MBA or other masters degree.
Work Location
- Work at the headquarters location of ESS and accomplish contract tasks as assigned by the COR or National Coordinator for ESS or their designee.
