The Program Manager oversees the planning, execution, and delivery of complex defense programs supporting U.S. and international military customers. This role is responsible for managing program scope, cost, schedule, performance, and risk across the full program lifecycle. The Program Manager leads cross-functional teams, coordinates with engineering, supply chain, production, quality, and finance, and ensures all contract requirements are met in accordance with federal regulations and industry standards.
The position also requires regular engagement with government stakeholders, prime contractors, and internal executives to provide status updates, negotiate changes, and ensure alignment with strategic objectives. Additional responsibilities include managing subcontractors, maintaining compliance with ITAR, DFARS, and other regulatory requirements, developing program budgets and forecasts, and driving continuous improvement initiatives. Success in this role requires strong leadership, technical understanding of defense systems, and the ability to operate in a fast-paced, highly regulated environment.
Essential Duties & Responsibilities
• Ensure compliance with DFARS, ITAR, and any other applicable laws, regulations, policies and procedures.
• Oversee multiple Department of Defense (DOD) projects or programs.
• Ensure that all projects are completed on time, within budget, and meet the required quality standards.
• Develop and maintain project schedules, budgets, and resource plans.
• Identify, manage, and mitigate project risks and issues as well as identifying opportunities.
• Failure and root cause analysis.
• Ensure that all project deliverables are completed on time and meet the required quality standards.
• Coordinate with suppliers and supply chain support, track and coordinate supply chain updates and report supply chain data to key stake holders.
• Develop and maintain relationships with key stakeholders, providing regular status updates and other key information as required.
• Meet with clients to take detailed briefs and clarify specific requirements of each
project while managing the relationships with the clients and relevant stakeholders.
• Coordinate internal resources and third parties/vendors for the flawless execution
of multiple projects.
• Assist in the definition of project scope and objectives, involving all relevant internal stakeholders and ensuring technical feasibility.
• Develop and manage work breakdown structure (WBS) of projects.
• Delegate project tasks: assign duties, responsibilities, and spans of authority to project personnel, as well as the project communication plans.
• Track project performance, specifically, to analyze the successful completion of short and long-term goals.
• Coordinate recruitment or selection of project personnel.
• Develop and manage annual budgets for projects and meet budgetary objectives, adjusting project constraints based on financial analysis.
• Enforce compliance with project management best practices, using methodologies such as RUP and Agile, and tools such as project management software and collaboration systems
• Other work as assigned by Management
Qualifications & Requirements
• Applicants must meet ITAR U.S. Person requirements (U.S. Citizens, Permanent Residents, Asylees, or Refugees.
• Candidates must be lawfully able and comfortable working in a facility that handles firearms and munitions.
• Bachelor’s degree in a relevant field preferred.
• Prior DoD or Military experience is preferred.
• Program or Project Management experience preferred.
• Proven experience in business development, preferably in the defense industry.
• Demonstrated ability to build and maintain relationships with government officials, defense organizations, and industry stakeholders.
• Excellent communication, negotiation, and presentation skills.
• Strong analytical and problem-solving abilities.
• Ability to work independently and as part of a team in a fast-paced and dynamic environment.
• Willingness to travel domestically and internationally as required.
• ISO 9001:2015 training preferred.
• Functional in the use of Microsoft Office suite (Word, Excel, Outlook)
• Prior experience with Smart Sheets preferred.
Physical Demands & Abilities
• Regularly spend long hours sitting and using office equipment and computers
• Regularly move from sitting to standing positions effortlessly
• Travel required, both domestic and international, on average 25-30% of the time, with certain times requiring more travel based on business conditions.
Working Conditions
• Extensive travel and outdoor duties as well as an in-office environment. Occasional trade show work may be required.
