EXPERIENCE, EDUCATION, AND SKILLS
Associate degree from an accredited institution in computer science, information technology, or related field, plus a minimum of six years’ experience in software development, or a bachelor's degree in computer science, information technology, or related field, plus a minimum of three years’ experience in software development.
Proficient using front-end technologies (HTML, CSS, JavaScript) and frameworks (React, Angular, Vue.js).
Proficient using back-end technologies (Node.js, Python, Java, Ruby) and frameworks (Express.js, Django, Spring Boot, Ruby on Rails).
A minimum of intermediate level experience with SQL and experience with relational databases like structured query language (SQL) Server.
Experience with version control systems such as Git.
Understanding of DevOps practices and tools.
Ability to manage multiple projects simultaneously from conception to completion with limited supervision and a high degree of accuracy and attention to detail.
Willingness to safeguard the confidentiality of sensitive information.
Ability to articulate information verbally and in writing clearly and concisely with technical and non-technical users.
Must be friendly, approachable, and able to build rapport with others easily.
PREFERRED:
Bachelor’s degree in computer science, information technology, or related field.
Application Developer certification.
JOB FUNCTIONS AND DUTIES
1. Coordinate effectively with all internal teams and clients. Communicate to understand software development needs and requirements. Gather and document requirements for software applications to meet business objectives and user expectations.
2. Design, implement, and optimize databases to store and retrieve application data efficiently.
3. Design and implement user interfaces using HTML, CSS, and JavaScript frameworks like React, Angular, or Vue.js.
4. Build server-side logic and database interactions using programming languages such as Node.js, Python, Java, or Ruby and frameworks like Express.js, Django, Spring Boot, and Ruby on Rails.
5. Develop application programming interfaces (APIs), control authentication, manage data persistence, and implement business logic.
6. Maintain relational databases such as SQL Server to create straightforward and efficient access to information.
7. Use version control systems such as Git to manage code repositories, collaborate with team members, and track changes.
8. Collaborate with IT teams in DevOps tasks such as continuous integration, deployment automation, and infrastructure management to design, build, and deliver secure and reliable software more efficiently.
9. Write unit tests, integration tests, and end-to-end tests to ensure the reliability and stability of new and existing code.
10. Debug issues, identify performance bottlenecks, and optimize code for efficiency and scalability.
11. Create detailed documentation, including diagrams of application architecture and data flow.
12. Evaluate existing applications to reprogram, update, and add new features. Continually develop, monitor, and apply knowledge of emerging technology that may benefit the OCPA's needs.
13. Troubleshoot and resolve application issues, providing technical support as needed.
14. Assist in the integration of third-party services and APIs.
15. Provide technical guidance, input, and support, and participate in projects as a member of the IT department.
16. Assist with local emergency management operations with damage assessment after a natural disaster (e.g., tornado, fire, hurricane).
17. Perform all other duties as assigned.
