Position: Business Manager/SBO
Also performs role of Board Secretary.
Qualifications:
-An associate degree in business or accounting OR 60 semester hours in coursework in business or accounting of which nine semester hours must be in accounting
-Undergraduate Degree in Accounting or Business
-Successful experience as an Iowa Public School Business Official
-Additions to the above qualifications the Board may find appropriate and acceptable
Reports To: Superintendent and Board of Education
Consults With: Superintendent, Administrators & Directors, Iowa Association of School Boards, Legal Representation, Auditors, and other School Business Officials
Position Goal: This position has the authority to decide or act within major areas of accountability subject to established guidelines.
Major Areas of Responsibility:
-Prepare and submit monthly and annual financial reports to the Board.
-Keeps bond registration records.
-Complete all quarterly and annual payroll reports including 941's and W-2's.
-Prepares all quarterly and annual financial reports.
? Ensures accounting procedures meet state requirements for all accounts.
? Arrange and coordinate preparation of documents for the annual financial audit.
? Report and distribute FICA, IPERS, insurance, TSA deductions, etc.
? Is responsible for seeing that established payroll procedures are implemented.
? Maintains work and repair records on equipment purchased or performed on buildings and grounds.
? Keeps an accurate and separate account of each school district fund.
? Supervises an accurate account of bills and presents them to the Board for approval for payment.
? Receipts and deposits school funds in financial institutions designated by the Board.
? Supervises the draw of warrants for claims and keeps a record of all warrants.
? Maintains a record of invested funds and interest earned.
? Ensure accounting procedures meet state requirements for all accounts.
? Reconciles bank statements monthly.
? Monitors compliance with 403B regulations.
? Prepares and administers the building budgets.
? Prepares the district's certified budget and files with the Dept of Management.
? Prepares negotiation materials for non-union staff and administrators.
? Assists with all state and federal reporting.
? Prepares long range projections pertinent to the financial needs of the district.
? Ensures compliance with bond and debt related issues.
? Along with the Business Office Staff monitors purchasing procedures of the district.
? Prepares and files the Certified Annual report and Special Education Supplement.
? Supervises an inventory of all supplies, materials and equipment in the district.
? Administers the school district property insurance program.
? Sees that building appraisals are updated annually.
? Prepares PMIC contracts and bills tuition for non-resident students.
? Implement auditor suggestions and recommendations.
? Develops the line item budget for all revenues and expenditures in all funds.
? Verifies architect's recommendations for payment for construction projects.
? Prepares special education instructional and transportation contracts and billings.
? Supervises and evaluates payroll and accounts payable business office personnel.
? Prepares and processes open enrollment billings.
? Responsible for all financial operations of the school district.
? Performs other duties as assigned.
? Attends all Board meetings, keeping full and accurate minutes
? Files and preserves copies of all reports and all papers transmitted pertaining to the business of the district.
? Develops and receives nomination papers and files them with the County Commissioner of Elections.
? Publishes all legal notices concerning district business.
Terms of Employment: Twelve-month position.
Salary shall be subject to annual review and modification by the Glenwood Board of Education.
