Job Summary:
Under the supervision of the Director of Transportation, the Fleet Compliance Officer is responsible for ensuring the company is in compliance with all Federal and State Department of Transportation (DOT) rules and regulations relative to driver and fleet qualification. This position is responsible for ensuring that contract haulers meet GOH and government safety and compliance requirements. Additionally, this position is responsible for the management and control of GOH Lowboy dispatch to include guiding, training, and management of Lowboy dispatchers. This is a salaried, exempt position that will work independently.
Essential Functions:
* Coordinate and communicate entire driver qualification program for the company.
* Maintain all necessary driver qualification files.
* Conduct Motor Vehicle Record reviews in conjunction with HR as per company policy.
* Proactively communicate with various company departments to ensure DOT requirements are met.
* Oversee all aspects of and ensure compliance with DOT hours of service.
* Prepare and maintain Independent Contractor Trucking Agreements for all contract haulers per GOH standards.
* Assist in ensuring contract hauler compliance, including insurance requirements, within all Federal and State transportation rules and regulations.
* Direct, supervise, and manage the operations of GOH Lowboy Dispatch to ensure safe, timely, and cost-effective delivery operations.
* Recruit, hire, train, direct the work of, discipline, and, when necessary, recommend termination of Lowboy Dispatchers.
* Coordinate with the Regional Transportation Managers any issues related to drivers' delivery efforts.
* Ensure all oversize and overweight permits are in compliance with applicable Federal, State, and Local laws.
* Exercise proper care and maintenance of company equipment.
* Frequently work more than 40 hours per week and non traditional hours including night shift, Saturdays, and occasionally
Sundays.
* Perform additional assignments per supervisor's direction.
Knowledge of:
* State and Federal regulations regarding vehicle weights, rules of the road, and hours of service.
* Local, state, and federal traffic laws.
* Contract and Insurance compliance.
* HCSS Dispatcher scheduling software, APRAS and other applicable State permitting programs, Viewpoint and Heavy Job Manager.
* Microsoft Office software.
Ability to:
* Learn and follow GOH company policies and procedures.
* Work efficiently and complete tasks quickly and accurately.
* Draft, file and maintain organized files, including reports to track all data.
* Work with direct and indirect supervision.
Qualifiations:
* Strong typing, data entry and computer skills.
* Effective interpersonal verbal and written communication skills.
* Demonstrate above average organizational, analytical and memory skills to effectively and efficiently handle multiple priorities with short deadlines.
* CDL preferred.
Education:
* High School Diploma or equivalent required.
* Associate's degree preferred.
Experience:
* Minimum of 5 years of experience with transportation regulations preferred.
