General Nature of Work

This is administrative and supervisory role that includes researching, planning, developing, coordinating and/or delivering the training of all Fire Department personnel and ensuring compliance with state and federal guidelines and rules. In addition, this position will assist the Deputy Fire Chief in various other administrative duties such as preparation of monthly and annual reports, preparation of annual department budget and special projects assigned. Work may also include the responsibility for directing and coordinating the activities of multiple fire companies during both training and normal firefighting operations. Work is performed with considerable independence under the supervision of the Deputy Fire Chief. Work will be reviewed through inspection, review of reports and evaluation of the department’s performance.

JOB RESPONSIBILITIES

  • Develop and maintain annual training schedule to ensure essential firefighting knowledge, skills, and techniques are being imparted.
  • Develops and updates lesson plans and drill scenarios and ensures compliance with current industry standards and regulations.
  • Responsible for maintenance of skills and certification of all fire department personnel.
  • Develop and administer a training record system so information meets all agencies and legal requirements and can be readily accessed.
  • Records all training activities completed by fire department personnel.
  • Develop guidelines for attendance regarding outside training, classes, seminars and conferences.
  • Assists EMS division Chief in the delivery of both initial and re-certification First Responder and Emergency Medical Technician level training.
  • Develops and oversees department orientation training program for all new hires.
  • Assists in coordinating department participation in area-wide disaster response exercises and joint training with multiple agencies both within and outside of the Gilmer County.
  • Create forms and appropriate reports for documentation of training activities for the department and individual staff members.
  • Assist in developing recommendations for policies to support the training program, ensuring training and department goals are achieved.
  • Select instructional staff that assists with meeting instructional goals.
  • Supervise instructors and/or participants during training to ensure applicable safety standards and practices are followed in addition to meeting training goals.
  • Develop a performance-based instructor evaluation plan ensuring instructors are evaluated at regular intervals.
  • Develop and implement a course evaluation plan that ensures training objectives are being met.
  • Administer oral, written and/or performance tests to ensure training goals are being achieved.
  • Evaluate findings and conclusions of all evaluations.
  • Identify instructional needs by conducting periodic department analysis.
  • Write program and course goals and objectives that are clear, concise, measurable and correlate to department goals.
  • Develop and regulate a training budget
  • Purchases training supplies, programs and training aids.
  • Coordinates and/or delivers joint training exercises with mutual aid departments.
  • Directly supervises adjunct instructors.
  • Schedules department activities under the supervision of the Deputy Chief. Schedules for monthly department activities including monthly training, facility tours, hose testing, hydrants, preplans.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of fire prevention, suppression, training, and management.
  • Assists in developing and updating department policies and standard operating guidelines.
  • Serve as a command staff officer during emergency incidents filling command or general staff positions.
  • Assists the Fire Chief and Deputy Chief in preparing department’s annual budget.

  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.
  • Mathematical Aptitude: Requires the ability to perform moderately complex algebraic and geometric operations; ability to utilize principles of basic probability and statistical inference.
  • Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
Qualifications:

MINIMUM QUALIFICATIONS

  • High School Diploma
  • Ten years of service as a firefighter in a full-time career department.
  • Five years as an officer in a full-time career department
  • Pro Board accreditation (NPQ) Firefighter II Certification.
  • Pro Board accreditation (NPQ) Instructor II Certification
  • Pro Board accreditation (NPQ) Fire Officer II Certification
  • Pro Board accreditation (NPQ) AOPP
  • Georgia Live Fire Instructor
  • GFSTC Evaluator
  • GFSTC Proctor
  • Georgia licensed EMT-I or higher 
  • Valid Georgia issued class F or higher driver’s

PREFERRED QUALIFICATIONS

  • PSD instructor
  • Swift water instructor
  • NPQ RTR level 2 instructor
  • Knowledge of learning theories, statistical analysis methods and resource evaluation techniques.
  • Ability to exhibit professional demeanor and use various means of information technology.
  • Ability to lead effectively, maintain discipline, accept lines of authority, promote harmony and cooperate with all department personnel
  • Ability to interact cooperatively with various departments within and outside of Gilmer County during training evolutions and day-to-day operations.
  • Ability to influence, teach and monitor both instructors and students in training situations.
  • Considerable knowledge of modern fire prevention, suppression, hazardous materials, and emergency medical principles, procedures, techniques and equipment; considerable knowledge of the building, electrical, mechanical, and fire codes and the ability to pass that knowledge to others through training and day to day operations.
  • Considerable knowledge of the operation and maintenance of various types of apparatus, tools and equipment used in firefighting and other emergency operations and activities, and the ability to supervise and instruct others in the effective use, maintenance and repair of such equipment and apparatus.

Physical Requirements: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (50-100 pounds).

Work Environment: Performance of essential functions may require exposure to outside weather conditions and with ammunition. The employee occasionally works near moving mechanical parts and in high, precarious places, and is occasionally exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, and risk of electrical shock. Work is performed in both daylight and at night and may be required to travel speeds more than posted limits through areas of varying population densities and traffic congestion, and in inclement weather conditions. Work involves exposure to personal danger and psychological stress.

Salary : $73,699 - $78,500
