Germanna Community College is a public, open access institution of higher education in the Virginia Community College System. The Business Office Manager provides leadership and oversight for Germanna’s financial operations, integrating accounting and student accounts functions to ensure fiscal integrity, compliance, and service excellence. The position directs day-to-day Business Office operations, supervises accounting and student accounts staff, and supports the Director of Finance in budgeting, financial reporting, internal control, and audit coordination.
Major Duties Responsibilities:
- Leads and supervises assigned Business Office staff with a focus on professional growth, collaboration, and succession planning.
- Oversee daily Business Office activities, including cashiering, reconciliations, deposits, disbursements, and student accounts.
- Coordinate staff scheduling, cross-training, and workload distribution to ensure service continuity.
- Implement and enforce College and VCCS financial policies and procedures; recommend updates to the Director of Finance when operational changes or improvements are identified.
- Conduct complex financial analysis, research, and reporting to support strategic decision-making.
- Ensure effective management of student billing, payment processing, refunds, and collections in accordance with VCCS and Department of Accounts requirements.
- Identify opportunities to enhance internal controls and lead ARMICS testing, certification, and improvement initiatives.
- Serve as the secondary point of contact for internal and external auditors on non-routine or complex matters.
- Support the Director of Finance in year-end closing activities by preparing reconciliations, schedules, and supporting documentation; coordinate internally to ensure required materials are provided accurately and timely for submission by the Director of Finance.
- Coordinate resolution of escalated issues requiring cross-departmental collaboration or discretion.
- Model and promote continuous improvement, innovation, and customer service excellence.
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
- Proven leadership and supervisory skills with emphasis on coaching and development.
- Knowledge of higher education finance, GASB, VCCS fiscal policies, and ARMICS requirements.
- Ability to interpret and apply complex financial and administrative policies, and to translate policy requirements into efficient operational procedures
- Expertise in business process improvement and change management.
- Ability to manage multiple complex projects with competing deadlines.
- Exceptional communication, collaboration, analytical, and problem-solving skills.
- Experience in fund accounting in a higher education environment
- Experience documenting and evaluating internal controls.
- Experience accounting for leases, SBITAs, and/or component units
- Experience with Commonwealth of Virginia policies and systems such as Cardinal, AIS, and/or SIS.
- CPA, CGFM, CMA, and/or MBA
