This role focuses on developing and enhancing geospatial applications, supporting emergency operations, and delivering critical data and analysis to stakeholders in high-impact environments. The ideal candidate brings a strong mix of GIS development, spatial analysis, and application customization, along with the ability to support mission-driven work related to emergency preparedness and response.
This position is an opportunity with the primary location of performance hybrid (minimum 2 days onsite per week) in Washington DC.
Key Responsibilities:
- Develop maps, dashboards, and geospatial products supporting the Emergency Operations Center (EOC).
- Design, develop, and maintain ArcGIS-based applications (ArcGIS Pro, ArcGIS Online, Experience Builder, StoryMaps, etc.).
- Customize applications using the Esri Developer Suite (App Studio, Web AppBuilder, Experience Builder, ArcPy, SDKs).
- Perform spatial analysis, geoprocessing, and data management to support operational needs.
- Collect, validate, and synthesize data related to emergency and disaster response.
- Collaborate with internal and external stakeholders to promote data sharing and reduce duplication of effort.
- Identify data gaps and develop solutions to meet evolving mission requirements.
- Maintain, test, and troubleshoot existing GIS applications and tools.
- Deliver training and presentations on GIS tools such as ArcGIS Online and Dashboards.
- Support distributed teams through effective communication and coordination.
- Participate in meetings, working groups, and stakeholder engagements.

The following are requirements of the GIS Developer/Analyst:
- U.S. Citizen and Active U.S. Passport.
- Active DoD Secret or Top Secret or DOE Q (TS Preferred).
- 5 years with a Bachelor’s degree in GIS, Geography, Computer Science, or related field (or equivalent experience).
- Strong experience with Esri ArcGIS platform (applications, dashboards, story maps, surveys).
- 3 years of experience supporting geospatial analysis in emergency management, preparedness, or national security environments.
- 3 years of experience developing geospatial applications using Python, JavaScript, C#, Java, or similar Languages.
- 3 years of experience designing and developing ArcGIS web mapping applications.
- Experience with data management, geoprocessing, and spatial analysis.
- Strong communication skills and ability to work with both technical and non-technical stakeholders.
- Ability to work independently and collaboratively in a fast-paced environment.
The following are preferred of the GIS Developer/Analyst:
- Experience working in national security, emergency response, or defense environments.
- Familiarity with EOC operations or incident response environments.
- Experience with advanced GIS application development and customization.
- Experience delivering user training and stakeholder briefings.
The annual base salary range for this position is anticipated to be $80,000 $120,000 USD. The listed salary range represents our good faith estimate for this position.
