The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

The Department of Community Health is currently seeking a Budget Analyst Supervisor for the Financial Management Budget Unit.  This position will supervise budget preparation, auditing, records management and related operations while developing procedures and forms utilized in the agency's improvement budget process. This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization. GENERAL SUMMARY:


Supervises, guides, and/or instructs the work assignments of subordinate staff. Manages, develops, prepares, analyzes and/or revises large or complex budgets and supports schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation and recommends appropriate courses of action to management.  

This position will have the lead responsibility for one or more assigned offices within Administrative Program Budgets and/or Attached Agency.  This position will serve as back up for other offices/program budgets in the Department of Community Health. 

This position will be responsible for for developing Annual Operating Budget, loading budgets into PeopleSoft, Planning and Budget Cloud Solution (PBCS).  Prepare quarterly projections, meeting monthly with program managers to discuss budgetary needs and budget re-alignments based on spending trends.  This position will be required to monitor the program Budget Comparison Reports (BCR’s).   Also, the employee will make necessary journal voucher adjustments as determined by reviewing the monthly reports mentioned above.
  • Supervises and plans work of assigned staff
  • Develops Annual Operating Budgets, load budgets into PeopleSoft and PBCS; periodically enters revisions and amendments to budget in these systems
  • Prepare multi-level budgets for assigned Programs
  • Prepare quarterly expenditure projections and grant-related projections
  • Research and correct any expenditures errors in all related budget systems
  • Review assigned Program budgets to ensure proper general ledger coding and prepares any necessary journal entries and/or vouchers
  • Review and approve position, procurement, and p-card requisitions in the related systems
  • Utilize Budget Comparison Report to monitor and ensure the accuracy of offices/program budget
  • Run queries utilizing data to create reports for distribution to offices/programs and management as requested
  • Supervise the budget preparation for agency and review agency state funds allotment
  • Performs other professional responsibilities as assigned

Associate degree in accounting, business/public administration, or finance from an accredited college or university and five (5) years of fiscal analysis job- related experience, which includes one (1) year in a lead worker, team leader, or supervisory role; or Two (2) years of experience at the lower-level Budget Analyst 3 (FIP012) or equivalent position.

Preferred Qualifications
  • Bachelor's degree in Public Administration, Accounting, Finance and related areas from an approved, accredited college or university AND three years of fiscal analysis work experience
  • Strong proficiency in the use of Excel, including creating pivot tables, and other components of the Microsoft Office Suite and /or standard software applications typically used in corporate office environment.
  • Experience with developing and monitoring Advance Planning Documents (APD’s)
  • Experience with running PeopleSoft queries; creating and formatting reports in Excel. 
  • Strong research and analytical skills.
