About the Opportunity

Every road, bridge, and trail across the national parks, forests, and tribal lands of the Pacific Northwest and Alaska depends on careful project administration behind the scenes. As an Engineering Operations Technician I, you'll be part of the team that keeps federal construction projects on track, organized, and accountable to the public they serve.

About the Work

This role supports the Western Federal Lands Highway Division (WFLHD), the Federal Highway Administration office responsible for transportation projects across Alaska, Washington, Oregon, Montana, Idaho, and a portion of Wyoming. WFLHD partners with agencies like the National Park Service, USDA Forest Service, U.S. Fish and Wildlife Service, Bureau of Indian Affairs, and Bureau of Land Management to deliver road and bridge access on federal and tribal lands, including critical, low-volume routes that connect rural and Native American communities. You'll work directly with WFLHD's Construction, Acquisitions, and Finance teams to support the administrative backbone of that work.

What You'll Do

  • Support construction branch operations and contract administration of records through the full project lifecycle (initial, interim, and closeout), interpreting plans, specifications, and applicable regulations along the way.
  • Analyze, process, organize, and compile information from sources such as engineering field notes, lab reports, and progress payment estimate reports.
  • Help develop scoping, project planning, change control, and other delivery documents, and support the development, execution, modification, and closeout of contracts, task orders, BPA calls, and reimbursable agreements.
  • Manage database entry and reporting for project management and business data using tools such as Microsoft Access, Excel, and Oracle; run reports, compute data, and prepare recommendations or conclusions.
  • Prepare correspondence, transmittals, reports, and technical or project documents for internal and partner distribution, and assist project managers with account tracking and funding reclassification and reconciliation.
  • Maintain branch and project records and electronic files (scanning, distributing, organizing, and tracking documents), and assemble procurement requests, standard forms, and related paperwork for routing.
  • Coordinate and support meetings, including kickoffs, milestones, field reviews, and quality action team sessions, preparing agendas, taking notes, maintaining training matrices and calendars, and tracking risk assessments.
  • Create and maintain spreadsheets to track project information, assemble reports for project managers and branch leadership, and coordinate project websites and materials intended for the public.

What You'll Need (Required)

  • A minimum of one year of college coursework progressing toward an Associate's Degree in Civil Engineering Technology or a related field.
  • At least one year of progressive experience in construction project administration for a general contractor, or for a civil engineering, architectural, or construction project management firm.
  • At least one year of that experience supporting local, state, or federal construction projects.
  • Knowledge of construction technology, industry terminology, scheduling, practices, methods, techniques, costs, materials, and equipment.
  • Experience managing database applications and document controls.
  • Understanding of construction financial reporting.
  • Proficiency in word processing and in developing and maintaining spreadsheets and databases.
  • Demonstrable skill in analyzing, planning, and coordinating business activities.

Compensation & Benefits

Compensation = $19.59/ hour

Health and Welfare Benefit = $5.09/ hour

Location & Work Arrangement

This is a full-time, on-site position based in Vancouver, WA, supporting FHWA's WFLHD office directly.
