The City of Geneva is seeking a qualified journeyman lineman to join our Construction and Maintenance crew in our Public Works Department Electric Division. The Journeyman Lineman is part of a crew that performs skilled work in the installation, maintenance, testing, troubleshooting, and inspection of the City’s electric (12-34kV) utility system. Work is typically performed 7 a.m. to 3:30 p.m. Monday - Friday, but this position must be available for emergency and after-hours call-out when necessary.
 
The successful candidate will have experience or expertise in methods & procedures required in the maintenance/construction of electric utility systems. This includes the proper use of tools & equipment; related hazards & safety precautions; and applicable codes & standards governing construction/maintenance of overhead & underground electric distribution systems.
 
To qualify, applicants must have obtained a journey-level certification from a recognized apprenticeship program, a total of five years of experience as a Journeyman in electrical line work is preferred.

Primary job responsibilities include the construction and maintenance of City overhead and underground distribution systems, fiber optic splicing, and rotating on-call responsibilities. This position will be able to safely and efficiently install, maintain, and repair components of the electric utility system; isolate and correct electrical system faults, breaks and cuts; work safely with high voltage overhead and underground power cables, transformers, and related electric utility facilities and equipment; operate a backhoe, bucket/boom truck; maintain and care for assigned tools and equipment; read, understand, and interpret engineering plans and specifications; deal tactfully, and professionally with supervisors, contractors, engineers, and property owners; communicate effectively; and be able to use a computer to enter, extract and query data. Reliable attendance, punctuality and availability are essential to the position.

Locating (Electric and Fiber Optic): - Construction and Maintenance Crew
 
• Interprets map books to locate lines.
 • Uses specialty radar equipment to locate cable faults.
 • Switches and grounds cables.
 • Uses specialty locating equipment to locate power and fiber optic cable.
 
Street Light Installation and Repair: - Construction and Maintenance Crew
 
• Reads and interprets electrical schematics.
 • Analyzes and diagnoses problems.
 • Troubleshoots all parts including ballast, bulb, starters, capacitors, sockets, fuses, connectors, cables, splices, etc.
 • Installs and repairs conduits, cables, bases, concrete, contactors, photocells, and astronomical time clocks.
 
Fiber Optics System: - Construction and Maintenance Crew
 
• Reads and interprets prints.
 • Installs new and maintains existing fiber optic system for City buildings, school district, county buildings within Geneva city limits and Township.
 • Splices, terminates in enclosures and patches panels, installs jumpers, tags, and records as-built information on all installations or changes.
 • Tests and troubleshoots non-functioning fiber optic system or confirms the system is operating within required parameters.
 • Installs duct banks, handholds, strings overhead cables.
 
Metering: Field Service Crew
 
• Installs meters.
 • Tests and repairs meters.
 • Programs meters.
 • Develops meter programs.
 • Reads meters by hand and computer.
 • Interfaces with customers/contractors regarding metering and service requirements and specifications.
 • Calculates billing quantities.
 • Calculates power factor.
 • Calculates billing for large industrial customers.
 • Researches customer billing complaints.
 • Maintains inventory of various metering components including: CT’s arrestors, meters, wire, meter cans.
 • Delivers shut-off notices.
 • Disconnects/reconnects service.
 
Substations: - Field Service Crew
 
• Manages substation loading.
 • Manages feeder loading.
 • Communicates with ComEd when ComEd needs a substation offline when performing load transfers on substations, on substation metering issues, and on planning for future loads.
 • Prepares switching routines.
 • Executes switching orders.
 • Performs capacitor operation and maintenance.
 • Inspects substations monthly.
 • Performs battery maintenance.
 • Performs transformer and switchgear maintenance.
 • Programs relays.
 • Performs maintenance and repairs to SCADA.
 • Maintains records of work.
 • Updates prints.
 • Troubleshoots equipment/control problems.
 • Tests and repairs equipment.
 • Design modifications to controls for SCADA.
 • Operates and maintains substation switchgear.
 • Oversees contractors performing work in substations.
 • Operates and maintains Power Quality metering.
 • Loads and updates software on PCs that work with SCADA and Relay equipment.
 
Line Patrol/Inspections: - Construction and Maintenance Crew
 
• Stakes jobs for field engineering work to be done.
 • Performs service drop changeouts and upgrades.
 • Researches power quality complaints:

  • Determines customer issue.
  • Selects and uses appropriate testing equipment
  • Interprets data.
  • Recommends remediation, if necessary.
  • Communicates problem/solution with customer.

TV Interference Complaints: - Field Service Crew
• Researches power quality complaints:

  • Determines customer issue.
  • Selects and uses specialized testing equipment.
  • Interprets data.

Information Resource: - Field Service Crew
Provides management or customers, as appropriate, with information regarding transformer loading, primary conductor loading, secondary conductor loading, service loading, customer demand, and energy usage, metering functions and capabilities, feeder power factor information, budget figures.Education and Experience:
High School Diploma or equivalent supplemented by completion of a four-year line school apprenticeship program; and five years of related work experience.
 Any combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job may be considered
 
Licenses and Certifications:
 Journeyman Lineman Certificate

 Fiber Optic Training Certificate
 Commercial Driver's License (CDL, Class A) - must be obtained within one year of employment
 

Residency:
This position requires the incumbent to reside within 16 miles (straight distance) of the Geneva City limits within one year of hire. Acceptable residential areas can be found in the green and yellow areas of the City Of Geneva Residency Boundaries map.

Pay and CBA:
This position is covered by a collective bargaining agreement between the City of Geneva and IBEW 196. Further information regarding pay and terms of employment can be found in the CBA published on the City website.
