Position Summary

The On-Site Psychiatrist is responsible for providing psychiatric evaluation, diagnosis, medication management, treatment oversight, and clinical consultation services within Genesis House, Inc.'s OMHSAS-licensed Psychiatric Outpatient Clinic and DDAP-licensed Substance Use Disorder programs. The Psychiatrist serves as the clinical authority for psychiatric services and provides the psychiatric supervision required under 55 Pa. Code Chapter 5200.

The Psychiatrist works collaboratively with licensed mental health professionals, substance use disorder counselors, case managers, nurses, peer specialists, and administrative staff to ensure the delivery of high-quality, evidence-based, trauma-informed, and recovery-oriented behavioral health services.

Essential Duties and Responsibilities

Psychiatric Assessment and Treatment

  • Conduct comprehensive psychiatric evaluations and diagnostic assessments.
  • Establish DSM-5-TR diagnoses and differential diagnoses.
  • Develop psychiatric treatment recommendations.
  • Provide medication evaluation and ongoing medication management services.
  • Monitor medication effectiveness, side effects, adherence, and treatment outcomes.
  • Order and review laboratory testing as clinically indicated.
  • Coordinate psychiatric treatment with primary care physicians, hospitals, and other healthcare providers.
  • Provide crisis psychiatric evaluations when clinically indicated.
  • Determine appropriate levels of care and treatment recommendations.

Clinical Oversight and Psychiatric Supervision

In accordance with Chapter 5200 requirements, the Psychiatrist shall:

  • Establish standards for treatment and prescribing practices.
  • Provide consultation to all clinical staff.
  • Participate in clinical staff meetings a minimum of two (2) times per month.
  • Participate in quality management and performance improvement activities.
  • Provide psychiatric supervision for clinic operations and clinical services.

The Psychiatrist serves as the supervising psychiatrist for all clinical personnel delivering behavioral health services under the psychiatric outpatient license.

Treatment Planning Responsibilities

  • Review and approve treatment plans when psychiatric or medication management services are provided.
  • Review annual treatment plans as required by Chapter 5200.
  • Collaborate with therapists and treatment teams regarding treatment goals and clinical interventions.
  • Provide recommendations regarding psychiatric stability, symptom management, and medication interventions.
  • Assist in discharge planning and continuity of care activities.

DDAP Substance Use Disorder Responsibilities

  • Collaborate with SUD counselors regarding co-occurring disorders.
  • Participate in integrated treatment planning for individuals with mental health and substance use disorders.
  • Provide psychiatric consultation regarding:
  • Substance-induced disorders
  • Co-occurring mental health disorders
  • Medication-assisted treatment (MAT)
  • Recovery support planning
  • Support DDAP treatment standards and integrated care initiatives.
  • Participate in case consultation meetings involving individuals with complex behavioral health needs.

Consultation and Staff Support

  • Provide consultation to:
  • Licensed Mental Health Professionals
  • Mental Health Workers
  • Case Managers
  • Crisis Intervention Staff
  • Psychiatric CRNP/PMHNP
  • Substance Use Disorder Counselors
  • Assist staff in managing high-risk individuals.
  • Offer guidance regarding psychotropic medications and psychiatric treatment interventions.
  • Support clinical decision-making and risk management activities.

Quality Assurance and Compliance

  • Participate in Quality Improvement (QI) activities.
  • Assist with OMHSAS, DDAP, Medicaid, Medicare, and managed care compliance requirements.
  • Maintain documentation in accordance with:
  • OMHSAS Chapter 5200 Regulations
  • DDAP Licensing Standards
  • HIPAA
  • 42 CFR Part 2
  • Pennsylvania Medical Practice Act
  • Assist with audits, licensing reviews, and accreditation activities.
  • Maintain complete, timely, and accurate clinical documentation.

Medical Staff Meetings

The Psychiatrist shall:

  • Attend clinical staff meetings at least twice monthly.
  • Participate in interdisciplinary treatment team meetings.
  • Provide clinical consultation during staff meetings.
  • Assist with policy and procedure development.
  • Review emerging clinical trends and quality improvement initiatives.

Documentation Requirements:

The Psychiatrist shall complete documentation including:

  • Psychiatric evaluations
  • Medication management notes
  • Progress notes
  • Treatment plan reviews
  • Clinical consultations
  • Risk assessments
  • Medication monitoring documentation
  • Discharge recommendations

Documentation must be completed within established Genesis House timelines and payer requirements.

Required Qualifications

Education

  • Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO)

Licensure

  • Current unrestricted Pennsylvania Medical License
  • DEA Registration (if prescribing controlled substances)
  • Pennsylvania Controlled Substance Registration

Experience

  • Minimum two years of psychiatric treatment experience preferred.
  • Experience with outpatient behavioral health populations preferred.
  • Experience with co-occurring mental health and substance use disorders preferred.
  • Experience working within OMHSAS and DDAP licensed programs preferred.

Knowledge, Skills, and Abilities

  • DSM-5-TR diagnostic expertise

Physical Requirements

  • Ability to sit, stand, and walk for extended periods.
  • Ability to use computers and electronic health record systems.
  • Ability to communicate effectively with individuals, staff, referral sources, and community partners.

OMHSAS Chapter 5200 Compliance Functions

The Psychiatrist is responsible for ensuring compliance with:

  • Psychiatric supervision requirements (§5200.23)
  • Staffing pattern requirements (§5200.22)
  • Treatment planning requirements (§5200.31)
  • Psychiatric outpatient clinic standards under Chapter 5200.

Pay: From $250.00 per hour
