Job Summary:
The Project Accountant will manage construction project accounting functions, including project invoicing, labor compliance, and prevailing wage administration. This role requires strong expertise in Sage 300 CRE, construction billing, and familiarity with federal and California prevailing wage regulations. The ideal candidate will serve as a liaison between internal operations, external clients, and project teams to ensure accurate and timely accounting and compliance reporting.
Key Responsibilities:
Construction Invoicing:
- Prepare pre-billing reports for project managers to review
- Prepare, review, and submit monthly AIA G702/G703 pay applications in coordination with estimators.
- Track contract values, change orders, and retainage to ensure accurate invoicing.
- Liaison with internal operations and external clients to resolve invoicing issues.
- Ensure timely preparation of monthly invoices using Sage 300 CRE.
- Collect and provide releases (CP, UP, CF, UF), including obtaining notarizations if required.
- Monitor and report on underbilled projects monthly.
- Perform weekly follow-up on receivable collections >30 days, log status updates, and report results to Controller.
- Maintain organized and thorough billing records.
Labor Compliance / Prevailing Wage:
- Ensure compliance with all Federal Davis-Bacon and California DIR prevailing wage requirements, certified payroll, and fringe benefit compliance.
- Monitor, audit, and report on contractor and union compliance, including dispatch procedures, core worker tracking, and craft-specific workforce ratios.
- Audit Apprentice hours to comply with required ratios per trade.
- Research and determine applicable prevailing wage and fringe rates for specific job classifications and geographical areas. Monitor updates and changes throughout the year.
- Review and verify fringe benefit statements, employer training contributions, and apprenticeship paperwork to ensure compliance with regulations.
- Maintain accurate and up-to-date records, including certified payroll records and other required documentation.
- Submit weekly and monthly reports to the appropriate agencies.
- Prepare and submit all prevailing wage documentation to clients or upload to client portals, including DAS 140, DAS 142, CPR, Fringe Benefit Statement, Statement of Compliance, and Authorization for Payroll Deductions.
- Ensure timely submission of eCPR on the California DIR website.
- Maintain clear and accurate documentation of prevailing wage job records.
Project Accounting:
- Provide Estimators with accurate and timely financial reports and budgets.
- Process correcting entries for miscoded job cost transactions
- Investigate project budget variances and other inquiries from Estimators.
- Assist with month-end close activities related to direct and indirect job costing.
- Assist with other projects and ad-hoc reporting as needed.
Software / Tools:
- Proficient in Sage 300 CRE and other construction accounting systems.

- Procore
- Microsoft Office Suite (Excel, Word, Outlook)
Qualifications:
- Bachelor’s degree in Accounting, Finance, or related field (preferred).
- 3 years of construction accounting experience, including invoicing and labor compliance.
- Strong understanding of Federal Davis-Bacon and California DIR prevailing wage laws.
- Experience with Sage 300 CRE is required.
- Excellent communication and organizational skills.
- Ability to manage multiple projects and deadlines in a fast-paced environment.
