We have an exciting opportunity for an experienced Project Manager to support development efforts of world leading Remotely Piloted Aircraft System (RPAS) capabilities and program execution. This position will be based in Poway, CA and will report to a Program Manager. The selected candidate will provide project management for the delivery of the MQ-9B RPAS to an international customer. The candidate will at times interface directly with foreign customers on all aspects of the development, testing, and delivery of RPAS products. Candidate will also work with US government agencies on the procurement of critical system hardware via the FMS process. The program will be monitored closely by senior company executives as it represents significant future growth requiring the application of advanced principles, theories, concepts, and techniques to provide solutions to a variety of technical problems.

DUTIES AND RESPONSIBILITIES:
- Assist in all phases of the German Navy MQ-9B RPAS program, which may include leading elements of program planning and managing technical performance to ensure quality, business, and financial objectives are attained.
- Contribute to the team responsible for all phases of delivering the MQ-9B aircraft system to the German Navy including development, testing, production, training, logistics, and fielding.
- At times, lead progress review sessions to discuss cost, schedule, and technical performance of elements of the program.
- Work closely with the Project Engineers to manage technical issues and assist the Program Manager in developing solutions.
- Support program execution through issue identification, course of action development and resolution.
- Support program execution through risk and opportunity management.
- Support program briefing preparation and conduct both to internal and external customer entities.
- Support the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract(s). Influence contract acquisitions, negotiations and modifications.
- Support program by ensuring the security of proprietary technology and maintain the strict confidentiality of sensitive information.
- Other duties as assigned or required.
Job Qualifications
- Typically requires a bachelor’s in business administration or related discipline and eleven or more years of progressively complex experience in the project administration field with at least five of those years in project management. May substitute equivalent experience in lieu of education.
- Must have an understanding of and experience applying Earned Value Management System (EVMS) principles on government programs.
- Experience with designing and implementing processes and systems, especially using available tools, to improve workflow and budgetary tracking
- Must have a thorough understanding of project management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.
- Must possess the ability to initiate, plan and manage projects.
- Proven ability to identify issues, analyze and interpret data and develop solutions to a wide range of complex issues.
- Experience with processes to obtain and subsequently manage feedback from both external customers and internal colleagues and then design and implement solutions to address the feedback
- Strong communication, computer, documentation, presentation, and interpersonal skills, and the ability to work independently and as part of a team.
- Experience of international MQ-9B programs is highly desired.
- Must have experience of DCS contracting efforts with international customers.
- Experience of RPAS development programs is highly desired.
- Must be able to work extended hours and travel as required.
- Experience of proposal efforts (DCS and FMS) is highly desired.
- Ability to obtain and maintain DoD security clearance is required.
