POP: Base and 4 option yearsThe Program/Project Manager will be responsible for the day-to-day program management, financial control, and administrative support for critical DIS systems within the federal grants environment (e.g., GrantSolutions, Grants.gov). This role requires a strong financial background to manage complex billing processes and reporting, coordinate communications, and ensure administrative compliance for the program.II. Key Responsibilities and Deliverables1. Financial Management and Billing OperationsBilling Reconciliation: Execute the twice-monthly reconciliation and validation of SSF (Shared Service Fund) billing reports against project input and government-provided IGT, CAMs, and Service Provider reportsCost Verification: Review and verify total project cost, projected project percentage complete, and recommended monthly billing dollars, providing detailed narrative summaries.Financial Oversight: Support end-to-end financial operations, including planning, budgeting, accounting, and reporting. Monitor cash flow, obligations, and agreement transactions.Financial Reporting & Tracking: Track SSF approved budgets and provide regular updates on the program's financial health, ensuring timely responses to data calls.SOP Maintenance: Maintain and update the government-approved billing Standard Operating Procedure (SOP).2. Program Communication and Content ManagementProgram Communications: Prepare, coordinate, review, and edit technical program communications and presentations, ensuring alignment with system changes.Change Management Support: Support communications planning and outreach to help users (applicants, recipients, grantors) adopt new features.Web Content: Analyze and assess Self-Service Knowledge Base and website content, providing feedback on usability metrics and editing content to facilitate grantor support.Website Effectiveness: Analyze website usage statistics (e.g., funding opportunities, application submissions) and recommend improvements to data collection and tools to ensure timely and consistent reporting.3. Program Administration and ReportingTask Management: Develop, maintain, and update the Task Management Plan (TMP) reflecting the schedule, critical path, tasks, and deliverables.Reporting: Prepare and submit all required program reports, including the Weekly Activity Report (WAR), Financial Status Report (FSR) (including cost containment analysis), and Quarterly Status Report (QSR).Records Management: Maintain and manage a central electronic repository of technical program records and IT-related policies, ensuring all staff comply with records management policies.Risk Management: Support the government’s risk management framework (including change, budget, schedule, and compliance risks). Maintain the risk register and dashboard, and assist with ongoing risk assessments.Data Call Coordination: Capture, track, and coordinate system data calls (e.g., Congressional, OMB/White House, Departmental requests) and associated program action items.III. Required QualificationsExperience: Minimum of 5-10 years of experience in Project Management, with a focus on federal program support, financial reporting, and compliance.Financial Specialization: Required knowledge and hands-on experience in federal financial management, budgeting, and complex billing reconciliation processes involving SSF, IGT, CAMs, and G-Invoicing.Methodology: Strong practical knowledge of and experience managing project schedules and deliverables within an IT environment.Communication & Reporting: Proven ability to produce formal federal reports (WAR, FSR, QSR) and manage program communications for both technical and non-technical audiences.Certifications: PMP or equivalent program/project management certification is highly desirable.IV.
