Job Summary:
The Program/Project Manager is responsible for overall leadership and successful delivery of all Application Development and Support Services. This role serves as the primary point of contact for the Government and provides day-to-day management of the contractor team, ensuring high-quality performance across Project Management, Operations & Maintenance, and Major Enhancements/Modernization.

Key Responsibilities:
  • Lead all project management activities, including development and maintenance of the Project Work Plan (PWP).
  • Oversee schedule, cost, quality, risk, issue, and configuration management.
  • Facilitate weekly status meetings and deliver weekly status reports and Monthly Status Reports / Financial Dashboards.
  • Manage transition-in, knowledge transfer, and steady-state operations.
  • Coordinate with government CIO, COR, and other stakeholders to prioritize backlog and roadmap items.
  • Ensure Agile/DevSecOps practices, quality control, and compliance with federal standards (FISMA, NIST, Section 508, records management).
  • Track and report on all deliverables, risks, and performance metrics.
  • Provide on-site leadership and collaboration at agency Headquarters as required.
  • Supervise the Technical Lead, Senior Lead Developer, and all supporting staff.
Required Qualifications:
  • Minimum 10 years of Project/Program Management experience in federal IT environments.
  • Strong background managing Microsoft 365, Power Platform, Azure Government, and custom application development/support contracts.
  • PMP, Agile/Scrum certifications preferred.
  • Proven experience with federal security compliance (ATO, POA&M, Continuous Monitoring).
  • Excellent communication, stakeholder management, and reporting skills.
