Key Responsibilities:
- Program Support: Monitor and track program performance metrics, deliverables, and milestones to ensure alignment with agency goals. Assist Program Managers in maintaining compliance with contractual, regulatory, and federal standards (e.g., FAR, CFR, DoD 5000 series).
- Data Analysis and Reporting: Perform qualitative and quantitative analyses using tools such as Excel, Tableau, or Power BI to evaluate program outcomes, identify trends, and support decision-making. Develop and deliver clear, concise reports, dashboards, and executive briefings for stakeholders.
- Governance and Compliance: Support the creation and execution of governance frameworks, policies, and procedures. Ensure adherence to federal regulations, agency-specific guidelines, and contractual requirements, including risk and compliance audits.
- Risk and Issue Management: Identify, assess, and mitigate program risks and issues. Maintain risk registers and develop contingency plans to ensure program stability and continuity.
- Stakeholder Engagement: Foster effective communication and collaboration among cross-functional teams, Contracting Officer’s Representatives (CORs), vendors, and external partners. Organize and document meetings, workshops, and program reviews to ensure transparency and alignment.
- Process Optimization: Identify and implement process improvements using methodologies such as Lean, Agile, or ITIL to enhance operational efficiency. Support business process reengineering and streamline workflows to meet program objectives.
- Documentation and Deliverables: Develop and maintain high-quality program documentation, including Standard Operating Procedures (SOPs), Work Breakdown Structures (WBS), and Integrated Master Schedules (IMS). Ensure timely submission of deliverables that meet quality and audit standards.
- Budget and Resource Management: Support budget formulation, cost tracking, and resource allocation to align with program goals and financial constraints. Conduct cost-benefit analyses and monitor expenditures to optimize resource utilization.
- Education: Bachelor’s degree in Business Administration, Public Administration, Data Analytics, Management, or a related field. Master’s degree or equivalent advanced training preferred.
- Experience: 4-6 years of experience supporting federal programs, ideally with agencies such as DoD, DHS, DOT, HHS, or VA. Experience in IT, cybersecurity, grants, or infrastructure programs is highly desirable.
- Certifications: Preferred certifications include ITIL Foundations, Lean Six Sigma (Yellow/Green Belt), or CAPM. PMP or FAC-P/PM certifications are a strong plus.
- Technical Skills: Advanced proficiency in MS Office Suite (Excel, PowerPoint, Word), SharePoint, and data visualization tools (e.g., Tableau, Power BI). Familiarity with project management tools (e.g., Jira, ServiceNow) and acquisition systems (e.g., CPARS, PRISM, TMT) is preferred.
- Soft Skills: Exceptional analytical, problem-solving, and organizational skills. Strong written and verbal communication abilities, with a proven ability to present complex data to diverse audiences. Adept at collaborating in cross-functional and high-pressure environments.
- Clearance: Active Public Trust or Secret Clearance required; Top Secret clearance preferred for roles involving sensitive programs.
- Preferred: Experience supporting CBP, DoD, or VA programs. Knowledge of Agile/Scrum methodologies, federal acquisition processes (e.g., FAR, DFARS), or grants management is a plus.
