 Job Summary:

Under the direct supervision of the Executive Director, the Reentry Services Director is responsible for the oversight, implementation, and effective management of the reentry and housing programs at Gastineau Human Services. This position is permanent, full-time, and exempt.


 Supervisory Responsibilities:

  • Supervises all Reentry and Housing program employees.
  • Direct reports include:
    • Reentry Services Manager
    • Community Project Manager
    • Reentry Case Managers (3)

  

IILLUSTRATIVE TASKS


  1. Leads the Reentry Services department in its efforts to fulfill the mission, vision, and core values of Gastineau Human Services.
    1. Serves as a member of the Gastineau Human Services leadership team to ensure ongoing communication, collaboration and support between departments and help improve the agency’s culture and performance.
    2. Prepares program updates for Board of Director meetings, quarterly reports, grant and contract applications, and community presentations.
    3. Assists with community outreach efforts and shares the impact of GHS reentry services as requested.
    4. Ensures that client feedback, employee suggestions, and program outcome data are collected and used to improve department services.
    5. Partners with the Behavioral Health Director and treatment team to ensure ongoing collaboration, cooperation, and documentation for mutual clients in reentry services, transitional housing, and the residential substance use treatment program.


  1. Oversees all contract and administrative functions for the Glacier Manor Community Residential Center (CRC), with a focus on building and maintaining quality services.
    1. Serves as the key contract for all DOC audits, site reviews, and contract compliance.
    2. Ensures 24/7 security coverage per current contract requirements. 
    3. Ensures proper maintenance of all CRC resident files and facility documentation.
    4. Regularly reviews operations logs to maintain contract compliance regarding resident surveillance, unit cleanliness and up-keep, medication dispersal, resident grievances, staffing levels, head-count logs, and rules postings. 
    5. Ensures that all resident units, offices, and program facilities meet safety and program standards for the State of Alaska and all contractors/grantors. 
    6. Reviews and authorizes CRC placements.
    7. Submits monthly DOC program reports including resident statistics and financial reports, incident and termination reports, resident grievances, and the current sex offenders list for the month.
    8. Follows current protocols and deadlines for reporting the serious injury/illness/death of a resident, allegations of sexual misconduct, violations of pre-release furlough conditions, and incidents involving any degree of use of force to DOC.
    9. Implements and maintains mandatory PREA training and investigations.
    10. Regularly reviews emergency evacuation drills log, disallowed/barred visitors list, incident reports, disciplinary logs, third party transport approvals, and facility search/shakedown reports. 
    11. Receives and processes resident grievance appeals, providing documentation to DOC as required. Addresses resident general requests and grievances as needed.
    12. Annually updates policies and procedures, evacuation diagrams, resident intake documents, and medical information forms to comply with current DOC standards.
    13. Annually updates the suspected communicable/debilitating illness policy and procedures and medical/dental protocols with Lemon Creek Correctional Center.
    14. Audits the annual background check of CRC CWS site supervisors and site files.
    15. Testifies in court as needed.


  1. Provides oversight for all housing programs at GHS.
    1. Leverages available resources for staffing, facilities, and funding to create and maintain optimal housing availability to benefit the community at large. 
    2. Ensures that all resident units, offices, and program facilities meet safety and program standards. 
    3. Ensures that all grant reports, incident reports, and other required documentation are completed thoroughly and within necessary timelines. 


  1. Supervisory Duties:
  1. Hires, trains, and ensures proper orientation for new employees.
  2. Develops employee training plans and completes annual employee performance reviews.
  3. Approves employee leave and ensures that all positions and shifts are adequately covered.
  4. Ensures timely, thorough, and accurate payroll documentation.
  5. Provides consistent supervision and feedback and documents all performance issues and employee concerns in a timely manner.
  6. Oversees all training and continuing education needs and monitors tracking to ensure that direct care staff complete the required enrollments, coursework & training to obtain and maintain their professional credentials.
  7. Ensures that staff follow all laws and privacy and confidentiality practices including HIPAA regulations, 42 CFR regulations, Medicaid 1115 waiver requirements, and mandated reporter requirements.

Required Skills/Abilities: 

  • Familiar with community resources and a working knowledge of the Department of Corrections, residential substance use treatment, and best practices for transitional and long-term housing programs.
  • Ability to make informed, complex decisions that impact individuals’ housing and legal status.
  • Proficiency with computers, Microsoft Office Suite, and comfortable learning and using databases including grant and contract reporting portals and the agency’s electronic health record system.
  • Ability to see how individual processes fit into the larger picture to fulfill contract requirements and support the agency’s strategic goals.
  • Ability to integrate all program components into one cohesive system and establish a sustainable continuity of care for clients.
  • Be a creative and efficient problem-solver who can multitask under pressure.
  • Strong written and verbal communication skills, especially when collaborating with other departments and community agencies.
  • Ability to be proactive and address challenges/barriers before they become a crisis.
  • Ability to provide constructive feedback and hold others accountable with compassion.
  • Ability to adapt and create systems as client and agency needs change.


Education and Experience:

  • Bachelor’s degree required; master’s degree preferred.
  • Three years of management experience in the field of criminal justice, social work, community development, social services, or other related field; one year of which includes experience in supervising residential programs. 
  • Experience implementing and maintaining grant, contract, and accreditation requirements.


Physical Requirements: 

  • Prolonged periods sitting at a desk and working on a computer.
  • Must pass the Department of Corrections and Department of Health background checks.
  • Must pass drug test upon hire.
  • Must have a current, valid State of Alaska driver's license or ID and be insurable by GHS’ auto insurance.
