SUPERVISION:

Non-supervisory.

GENERAL PURPOSE OF JOB:

Performs entry level duties for Child Support Services, while receiving on the job training. The on-the-job training plan will include how to perform: case management, case initiation, enforcement, financial and legal job functions. There are three (3) levels with the Child Support Case Manager jobs. These levels are Case Manger I, II and Specialist/Lead. A full understanding of how to perform the job functions is a requirement to be eligible to be promoted to the next level. Typically, the employee will be at the CM I level for up to two (2) years.

ESSENTIAL JOB FUNCTIONS:

General Case Management:

  • Provide customer service through phone, email or in person for proper case management and compliance including education on court processes, initial interviews, and application review to obtain sensitive information.
  • Utilizes time management skills to perform work on assigned caseloads, including customer communications, monthly reports, incoming and outgoing mail, and update the information in all necessary systems.
  • Schedule genetic testing conduct DNA swabs and maintain the chain of evidence.
  • Work multiple reports timely to ensure effective case management.
  • Conducts locate functions to determine non-custodial parent’s address, employment, and assets. This can include but if not limited to contact with employers, relatives, public and private agencies. Analyzes, evaluates, and utilizes information from different data bases for information, locate and skip tracing (Colorado Vital Records Information System- COVIS, Department of Motor Vehicles- DMV, Department of Labor and Employment- DLE, courts etc.).

Case Initiation:

  • Reviews new cases for completeness and verifies case information by contacting clients, courts, employers, other states, references, etc.
  • Initiates applications into the Automated Child Support Enforcement System -ACSES computer system. Monitor irregularities that may affect Temporary Assistance for Needy Families -TANF or Colorado Child Care Assistance Program- CCAP eligibility. Refer for fraud as necessary.

Enforcement:

  • Determine appropriate enforcement action to enforce child support, medical support, spousal support, and costs using remedies, including but not limited to, income withholding, National Medical Support Notices, driver’s license and recreational license suspension, passport suspension, UIFSA actions, and credit reporting. Prepare and negotiate agreements.
  • File legal paperwork, including but not limited to, entry of appearances, non-disclosure of information, probate, property liens, entry of judgment, revival of judgment, satisfaction of judgment, registration of foreign orders, notice of withdrawals, alternate payment stipulations, reconciliations, lump sum payments on arrears, establishing and/or modifying arrears payments with the court as appropriate.
  • Prepare for and conduct administrative reviews.

Financial:

  • Reviews the ledger, prepare arrears calculations, and verify information to ensure accuracy including state and county policies on the collection and enforcement of interest. Reconciles discrepancies.

Customer Service:

  • Provides customer service to parties, their attorneys, and employers by answering case related questions, explaining the enforcement remedies, describing the legal responsibilities of the parties, and giving case updates. Contact the parties to request additional information and remind when payments are delinquent.
  • Performs other duties of a similar or related level as necessary or assigned including coverage for vacancies in front desk and Economic Security.
  • Establishes and maintains working relationships with community partners, organizations, and resources as a representative of the division.
  • Keep calm in high stress situations and use critical thinking skills to problem solve issues.

Legal:

  • Use state, federal, international codes and case law to determine appropriate steps to perform various legal tasks including complex tasks to establish paternity, support, costs and health insurance, abatement of orders, change of venue, add a payee action, post order change of physical care, contempt of court, addition of subsequent children and UIFSA actions.
  • Determine appropriateness of judicial and administrative actions and prepare legal forms accurately for the correct legal action to establish paternity, child support and/or modify child support orders. Determine all potential alleged, presumed, and legal- parents for next appropriate action. File the Report of Paternity Determination when action is complete.
  • Prepares Administrative Process Action paperwork and conducts APA negotiation conference to determine child support on new and modified orders attempt to obtain stipulations. If a stipulation is not reached files, the appropriate paperwork for the next APA step.
  • Accesses, research, and analyzes financial information and allowable credits and deductions to calculate child support according to the Colorado child support guidelines.
  • Attends court hearings and assists County Attorney to meet court deadlines by preparing exhibits, testifying and other tasks as necessary including courtesy appearances in court for other counties. Maintain the Child Support Services Unit -CSSU court docket.
  • Monitor ongoing court actions to determine CSSU’s involvement and intervene as needed.
  • Attend the state’s child support guidelines and APA training and pass Administrative Process Action Exam. Must take and pass the Administrative Process Action Re-Certification Exam every three (3) years.
