This role involves strategic program oversight, operational execution, client relationship management, and leadership of project teams to ensure the delivery of high-quality services that meet or exceed federal agency expectations.
The Senior Program Manager will also play a key role in growing the human capital portfolio, identifying new opportunities, and ensuring excellence across all client engagements.

Duties And Responsibilities
Program Management Duties
- Lead and manage multiple human capital programs or projects within a portfolio structure, ensuring alignment with federal client goals and mission.
- Direct and oversee performance of Project and Program Managers supporting federal human capital initiatives, ensuring compliance with contract requirements and agency policies.
- Monitor and manage project deliverables, timelines, budgets, and performance metrics for HCM-related contracts.
- Develop and implement program management strategies that align with federal HCM best practices and regulations (e.g., OPM frameworks, strategic human capital planning).
- Serve as a primary point of contact for clients on HCM contracts; ensure client satisfaction and consistent communication.
- Provide strategic guidance and mentorship to program teams to support successful delivery of human capital services and initiatives.
- Collaborate with clients to define scope, assess needs, and implement human capital solutions that drive mission outcomes. Ensures administrative, procedural and operational guidelines set forth by customer contracts, contract vehicles, task orders, and organizational policies and procedures are followed.
- Coordinates and executes organizational and portfolio quality management activities in accordance with requirements of ISO 9001: 2015 registered Quality Management System.
- Serves as primary interface and point-of-contact to clients; provides next-level coverage for customer interfaces of subordinate Project Managers and Program Mangers within the portfolio.
- Attends meetings with strategic teaming partners and Client personnel including, Contracting Officer, COR/COTR, Technical Monitors, or others to ensure contract compliance and customer satisfaction. Contribute and make recommendations to client requirements as needed.
- Responsible for quarterly client project meetings, in-process reviews (IPRs), and sales objective reviews (SORs) within their assigned programs and projects to include directing these activities for subordinate staff.
- Ensure contractor personnel are aware of, understand, and abide by client established rules, regulations, safety, and security practices.
- Identify, develop and manage the client, partner, and employee relationship.
- Lead geographically dispersed teams supporting human capital programs; may manage 100 staff across multiple projects and client sites.
- Collaborate with internal HR and recruiting teams to fill key human capital roles and support staff development.
- Handles personnel actions including HR compliance issues, submits personnel action change forms, makes personnel hiring recommendations, and implements disciplinary actions.
- Reviews and approves employee timesheets and manages time and attendance.
- Respond to employee inquiries and needs by answering complex questions and concerns and directing them to the appropriate department (HR, Payroll) as needed.
- Responsible for collaborating with the customer, Project Managers, Program Managers, internal recruiting department, and human resources to staff vacancies.
- Schedule, coordinate and attend employee events to include employee recognition events, luncheons, and happy hours.
- Prepare summaries for employee awards, contract past performance write ups, internal reports and newsletter content.
- Oversee performance management and professional development of direct reports and junior program staff.
- Build and maintain positive relationships with clients, subcontractors, and strategic teaming partners in the human capital space.
- Monitor and report on key performance indicators (KPIs), project milestones, and financial metrics for HCM programs.
- Monitor contract/project activities to ensure scope of work, project management plans, reporting deliverables, training, and delivery schedule are well-defined and maintained.
- Analyzes performance and briefs portfolio team and others on project delivery, cost, profit and loss (P&L), to include assigned projects and those of subordinate Project Managers and Program Managers.
- Prepare client reports and deliverables using MS Office tools as needed for analysis of hours worked, burn rates, workload statistics, etc. to ensure successful financial and program management of contracts.
- Proactively develop and send white papers, briefings, position statements, written communications, status reports, and updates to organizational stakeholders
- Ensure quality control and contract compliance through regular audits, reviews, and adherence to ISO 9001:2015 and other applicable standards.
- Identify organic growth opportunities within existing HCM programs and contribute to the capture of new business related to human capital services.
- Serve as a solution architect and lead contributor for HCM-related proposals and capture strategies.
- Support strategic planning efforts for expanding human capital capabilities within the firm’s federal portfolio.
- Stay abreast of federal human capital trends, regulations, and innovations to inform service offerings and client strategies.
