Program Analyst (50616)

GAP SOLUTIONS INC
Herndon, MD Full Time
POSTED ON 5/30/2026
AVAILABLE BEFORE 6/29/2026

Position Objective:  The candidate shall provide independent support to advance the operational objectives of the National Heart, Lung, and Blood Institute (NHLBI) by managing organizational initiatives and overseeing project execution within the Division of Intramural Research (DIR), specifically in a clinical and scientific research setting. This includes facilitating the integration of research activities, ensuring alignment with clinical and scientific goals, and optimizing project management processes to drive innovation and operational excellence in division research initiatives.

Duties and Responsibilities:

  • Provide tactical oversight and execution of key operational, organizational, and programmatic functions within the clinical branches and scientific centers of the Division of Intramural Research (DIR). Serve as a trusted advisor to the DIR Directors, ensuring seamless execution of analytical and evaluative processes, optimizing clinical and basic research intramural activities, and enhancing coordination across NHLBI.
  • Lead program analysis and evaluation to aid data-driven decision-making in clinical patient services and basic research. Conduct data-driven assessments of DIR initiatives, identifying trends, performance gaps, and opportunities for optimization. Develop targeted recommendations to improve operational efficiency, resource allocation, and alignment with organizational goals.
  • Provide detailed metrics on progress made toward achieving the goals and objectives of the Division of Intramural Research (DIR). Monitor key performance indicators, track milestones, and analyze outcomes to ensure progress toward division priorities. Assess project timelines and budgets to ensure goals remain on track, minimize cost overruns, and prevent budgets from being exceeded.
  • Develop and implement frameworks for high-impact partnerships and meetings, advising DIR leadership on key priorities. Oversee the preparation of critical materials—including briefing documents and analyses—to facilitate informed decision-making.
  • Streamline internal information exchange and facilitate cross-functional collaboration on projects, fostering a high-performance environment. Act as a liaison between the DIR Directors and clinical and scientific stakeholders, ensuring the timely flow of essential patient care related information. Prepare advanced reports and presentations to reinforce high-level discussions and resolutions.
  • Lead and manage designated scientific and clinical research projects from initiation through completion, ensuring regular check-ins and timely reporting of findings to DIR leadership. Oversee the logistical execution of seminars and advisory panels for scientific and clinical staff, ensuring seamless integration of technological support for data-driven discussions. Integrate project objectives with research and clinical priorities, and implement structured evaluations to assess outcomes and apply evidence-based improvements to future initiatives.
  • Manage clinical staff requirements so that they may provide patient care, ensuring compliance with mandatory regulations, accuracy of documentation, and timely processing to maintain operational continuity and ensure there is no lapse in patient care, which would compromise patient safety.
  • Establish accountability measures and enforce deadlines to ensure the timely execution of deliverables. Continuously assess processes and procedures impacting patient safety to identify redundancies, create efficiencies, and save resources, while recommending enhancements to drive operational excellence.
  • Act as deputy in the absence of the Division Director, assuming full responsibility for overseeing daily operations and decision-making. Manage direct reports, providing guidance, support, and direction to ensure team alignment with organizational goals.
Qualifications:

Basic Qualifications:
