Position Summary

GGS is seeking a highly organized and detail-oriented Substance Abuse Control Program (SACO) Program Support Specialist to provide administrative, technical, and program support services for the United States Marine Corps Substance Abuse Program at Camp Lejeune, North Carolina.

The successful candidate will support Government personnel responsible for administering the Marine Corps Substance Abuse Program by coordinating drug testing operations, maintaining records, preparing reports, managing program documentation, and ensuring compliance with Department of Defense and Marine Corps policies.

This position is 100% on-site and requires excellent organizational skills, strong written communication, and the ability to work independently in a structured military environment.

Essential Duties and Responsibilities

The selected candidate will:

  • Provide administrative support to the Government's Substance Abuse Control Officer (SACO).

  • Coordinate and prepare documentation for urinalysis testing events.

  • Prepare specimen labels, testing packets, and supporting documentation.

  • Maintain confidential records and electronic databases.

  • Track program compliance and testing schedules.

  • Prepare weekly, monthly, quarterly, and annual reports.

  • Develop and update Standard Operating Procedures (SOPs).

  • Assist with inventory management of testing supplies.

  • Prepare shipping manifests and accountability documentation.

  • Schedule substance abuse prevention training and related activities.

  • Maintain program correspondence and official files.

  • Perform data entry with a high degree of accuracy.

  • Prepare spreadsheets, presentations, and technical reports.

  • Participate in weekly meetings with Government personnel.

  • Support inspections and audits.

  • Maintain confidentiality of sensitive information.

  • Perform other related administrative duties as assigned.

Required Qualifications

Candidates should possess:

  • High school diploma or equivalent (Associate's or Bachelor's degree preferred).

  • Minimum of 3 years of administrative, program management, or office management experience.

  • Experience supporting federal, military, or Department of Defense organizations preferred.

  • Strong organizational and time management skills.

  • Excellent written and verbal communication skills.

  • Proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint).

  • Experience maintaining confidential records.

  • Ability to manage multiple priorities in a fast-paced environment.

  • Ability to work independently with minimal supervision.

  • Strong attention to detail.

Preferred Qualifications

Preference may be given to candidates with experience in:

  • United States Marine Corps programs

  • Department of Defense administrative support

  • Military readiness programs

  • Drug testing program administration

  • Quality assurance

  • Technical writing

  • Records management

  • Regulatory compliance

  • Government reporting

Preferred Training or Certifications

The following certifications are preferred but not required at the time of hire:

  • Marine Corps SACO training

  • Drug Testing Program Administrative training

  • Urinalysis Program Coordinator training

  • Related Department of Defense substance abuse program certifications

Required Government-directed training will be provided after contract award, if applicable.

Work Schedule

  • Monday–Friday

  • Generally 8:00 AM – 4:00 PM

  • 40 hours per week

  • Occasional early morning hours or Saturdays may be required to support scheduled testing events.

Physical Requirements

  • Ability to sit for extended periods.

  • Ability to lift up to 25 pounds.

  • Ability to move throughout Government facilities.

  • Ability to operate standard office equipment.

Work Environment

This position is performed entirely on-site within a Government facility located aboard Marine Corps Base Camp Lejeune.

Candidates must be able to comply with all installation access requirements and Government workplace policies.
