Purpose Statement
The job of Grants Specialist is performed to provide services, coordination, and maintenance of assigned federal programs and grants. This role involves providing information, serving as a resource to others, and achieving defined objectives by planning, evaluating, implementing, and maintaining services in compliance with established guidelines.
This position reports to the Director of Federal Programs and Grants.

Essential Functions
  • Assists in writing, editing, and completing grant proposals, ADE Grants Management Submissions, reports, monitoring, and district applications to ensure program needs are met and all documentation is accurate and fulfills program, state, and district requirements.
  • Collaborates with the Director and Parent Coordinator on involving parent programs and committees in the educational process and district activities to ensure that all programs support District goals and maintain compliance with any district, state, federal, or other program requirements.
  • Collaborates with internal and external personnel to implement and/or maintain services and programs.
  • Coordinates and consults with the Director, Business Services Department, Auditors, and other internal/external departments and agencies on the development, maintenance, and completion of grant applications and financial information/requirements.
  • Develops and manages complex spreadsheets and databases; creation of comprehensive reports including financial statements, reimbursements, and completion reports to plan, forecast, evaluate, track, and analyze grant requirements, department/student/parent needs, changes, and outcomes of grant-funded activities and programs.
  • Facilitates meetings, trainings, workshops, and seminars to identify issues, develop recommendations, remain current on procedures relating to each program, support other staff, serve as a District representative, and ensure that all programs, procedures, and practices are in compliance with district, Federal, State, and LEA regulations.
  • Manages assigned programs, projects, and/or departmental responsibilities to ensure district compliance with established guidelines.
  • Monitors budget allocations, expenditures, fund balances, and related financial activities to ensure that allocations are accurate, revenues are recorded, expenses are within budget limits, and/or fiscal or other monitoring practices are followed.
  • Oversees the implementation, maintenance, and services of new and continuing programs and/or processes, including assigned grant programs.
  • Participates in a wide variety of meetings to identify issues, develop recommendations, support other staff, and serve as a District representative to carry out program responsibilities.
  • Prepares and maintains a wide variety of often complex materials to document activities and issues, meet compliance requirements, provide audit references, make presentations, and/or provide supporting materials for requested actions.
  • Researches topics required to manage assignments to implement and maintain programs/services, ensure compliance with regulatory requirements, secure general information, and/or respond to requests.

  • Performs other related duties as assigned to ensure the efficient and effective functioning of the work unit.
Job Requirements: Minimum QualificationsSkills, Knowledge, and Abilities

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment, using a variety of software applications, general accounting and mathematic functions, planning and managing projects, preparing and maintaining accurate records, analyzing budgets, analyzing data, classifying data and/or information, conducting meetings, experience with increasing levels of expertise with an Arizona public school in Federal Programs, and experience in writing and managing grants with financial accounting responsibilities for the above-listed programs.
KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios, review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions, and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, policies, and/or regulations, standard business practices, program planning and development, concepts of grammar and punctuation, accounting/bookkeeping principles, and knowledge of community resources, knowledge of federal grants and/or school finance, AZ Department of Education Grants Management Enterprise software, and Bachelor's degree in a related field.
ABILITY is required to schedule a number of activities, meetings, and/or events, gather, collate, and/or classify data, and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances, work with data utilizing defined but different processes, and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups, work with data of widely varied types and/or purposes, and utilize a variety of job-related equipment. Independent problem-solving is required to analyze issues and create action plans. Problem-solving with data frequently requires independent interpretation of guidelines, and problem-solving with equipment is moderate to significant. Specific ability-based competencies required to satisfactorily perform the functions of the job include: adapting to changing work priorities, communicating/collaborating with diverse groups and individuals, meeting deadlines and schedules, setting priorities, working as part of a team, working with detailed information/data, displaying tact and courtesy, and encouraging communication/customer service skills while interacting with all stakeholders, and maintaining confidentiality.Responsibility
Responsibilities include: working under limited supervision using standardized practices and/or methods, managing a department, supervising the use of funds, utilization of resources from other work units is often required to perform the job's functions, and there is some opportunity to significantly impact the organization's services.Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 70% sitting, 10% walking, and 20% standing. This job is performed in a generally clean and healthy environment.

Experience: Job-related experience within a specialized field is required.

Education: Bachelor's degree in a job-related area.

Equivalency: Job-related experience in finance/grants management may substitute for education. Required Testing
