The purpose of this class is to coordinate the county’s emergency management operations on behalf of the County Judge with federal, state and local agencies. It also includes emergency planning, emergency preparedness, public warning and response, short-term recovery, community outreach, and assistance with long-term recovery.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Coordinates incident response and management with the County Judge in their capacity as the Director of Emergency Management for the County.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
Ensures that State and Federal Guidelines for Emergency Management programs meet/exceed (UASI, EMPG, and SHSP) requirements.
Oversees the updating and maintenance of the Emergency Management plan, annexes, hazard mitigation plan, Galveston County Cooperative plans and other required plans.
Organizes, promotes and meetings of Galveston County emergency management coordinators and related professionals. Attend regional emergency management, grant associated meetings, and other OEM related meetings. Presents information to the public at meetings and events.
Serves as point of contact for state and federal agencies involved in disaster recovery.
Develops and directs emergency preparedness training programs; Acts as liaison between Galveston County and other city, state and federal jurisdictions and assists County departments, other agencies and businesses within the County with development of emergency operation plans and procedures.
Assists, responds and/or investigates incidents (HAZMAT, Mass Casualty Incidents, etc.) and ensures proper procedures are followed during clean-up phase in coordination with other agencies and County departments; identify public hazards and minimize the effects on the community.
Oversees preparation and administration of the departmental budget and staffing plans for Emergency Operations Center during emergencies.
Performs related work as assigned.
Minimum Education and Experience Requirements:
Requires Bachelor’s degree.
Requires eight years of emergency management experience or closely related experience.
Physical Demands/Work Environment:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects of 40-50 lbs.
The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. Potentially dangerous situations contribute to the complexity of the position.
Emergency Preparedness Tier Level: 1
Special Certifications and Licenses:
Requires completion of the Advanced Professional Series (FEMA)
Requires completion of ICS 300 and ICS 400
Must complete and maintain the 40 Hour HAZWOPPER certification
TEM (or other State equivalent) or CEM is preferred
