Responsibilities
- Review and assess existing career progression frameworks, promotion processes, policies, practices, competency models, and workforce data for SA, TLE, and UD/SSP positions.
- Conduct qualitative and quantitative analysis and benchmarking to identify career progression trends, gaps, barriers, best practices, and innovative approaches.
- Facilitate stakeholder focus groups, interviews, and/or surveys and analyze feedback regarding career paths, barriers, opportunities, and operational considerations.
- Design and refine career progression models, including competency frameworks, alternative career tracks, mobility options, cross-job-series opportunities, and advancement criteria.
- Develop consolidated career progression recommendations, implementation strategies, and roadmaps addressing dependencies, risks, change management, communication considerations, resource needs, and implementation considerations.
- Support development and validation of career progression tools, training and support materials, reports, technical reports, presentations, and executive briefings.
- Provide consultation and technical assistance during implementation and support post-deployment evaluation activities.
- Master's degree in Industrial/Organizational Psychology, Public Policy, Human Resources, or related field.
- 8 years in workforce analysis, HR consulting, or law enforcement projects.
- Demonstrated experience supporting federal HR, law enforcement, or workforce modernization projects of similar size and complexity.
- Experience leading multidisciplinary teams and coordinating with federal stakeholders.
