Overview

FWI is building a team to deliver professional and administrative support services for the Court Services and Offender Supervision Agency (CSOSA) in Washington, DC. As a Employee and Labor Relations Specialist, you will provide advanced Employee and Labor Relations (ELR) advisory and case management support to CSOSA leadership — conducting complex misconduct and adverse action investigations, supporting collective bargaining agreement administration, preparing ULP filings before the FLRA, supporting MSPB hearings, and advising on grievance and appeals procedures, all while ensuring legally compliant and mission-aligned workforce outcomes.

Work Schedule and Location:

On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm in Washington, DC.

Responsibilities

  • Support the agency's HR Office as primary point of contact in dealings with labor organizations holding exclusive recognition
  • Interpret and apply the Federal Service Labor-Management Relations Statute (5 U.S.C. Chapter 71)
  • Assist with negotiating and administering Collective Bargaining Agreements (CBAs); serve as technical advisor during term and mid-term bargaining
  • Investigate and prepare the agency's position for Unfair Labor Practice (ULP) charges and represent before the FLRA
  • Provide expert advice on federal conduct and performance regulations (5 U.S.C. Chapters 43 and 75)
  • Conduct intensive fact-finding and investigations into complex conduct issues; recommend disciplinary or adverse actions
  • Apply Douglas Factors to ensure consistency and defensibility of penalties
  • Support preparation of the agency's litigation file and support technical witnesses in MSPB hearings
  • Support administrative and negotiated grievance procedures; evaluate merits and recommend settlements or litigation strategies

Required

Qualifications

  • Minimum 7 years of progressively responsible ELR experience
  • Significant federal or public sector exposure with direct union environment experience
  • Working knowledge of 5 U.S.C. Chapter 71 (Federal Service Labor-Management Relations Statute)
  • Experience with Douglas Factors, MSPB proceedings, EEOC, and arbitration
  • Ability to obtain a Public Trust clearance
