MinimumQualifications:
Bachelor’s Degree in real estate, business or public administration, economics, finance, or a related field required; supplemented by five (5) years of progressively responsible experience in property appraising, including three (3) years lead or supervisory experience within a tax appraisal environment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must obtain Appraiser I certification within one (1) year of employment, and continue the certification series through Appraiser level IV in years 2 through 4.Must obtain Appraiser IV certification within four (4) years of employment or one(1) year of employment for State certified Appraisers. Must possess and maintain a valid Georgia driver's license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

EXAMINATION:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

The purpose of this classification is to perform duties related to managing assigned section of the Property Appraisal Division of the Tax Assessors Office. Responsibilities include overseeing the collection of data, ensuring the prompt reporting of taxpayer appeals, providing testimony before governing boards or a court of law, and providing reports on various property appraising activities.  The Appraisal Manager is distinguished from Deputy Chief Appraiser in that the former manages an assigned division engaged in property appraisal and data collection activities, whereas the latter administers property appraisal and related auditing functions.

Essential Functions:
The following duties are normal for this position.Theomissionofspecificstatementsofthedutiesdoesnotexcludethemfrom the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
 
Manages assigned staff: establishes workloads and prioritizes work assignments; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise evaluates employee performance; develops, interprets, and enforces policies and procedures; resolves staff issues; makes hiring or termination decisions/recommendations; and administers disciplinary actions as required.

Oversees collection of data effecting property valuation: manages the collection of data on physical and economic characteristics of property, construction costs for various types of buildings, land development costs, income information, sales data, and verification of the physical and financial conditions affecting the reported sale price of property.

Oversees the review and validation of sales and statistical data: oversees validation and verification process for sales data; researches, monitors and adjusts sales ratio utilizing Georgia Department of Revenue Standards; re-evaluates properties according to market sales study indicators; performs computations and statistical analyses to calibrate each of the models of market behavior (cost, sales comparison, and income) to reflect current market conditions.
Manages appeals process for the Board of Equalization, Hearing Officer, Arbitration, Mediation and Superior Court: ensures that taxpayer appeals are resolved promptly and equitably ;meets with taxpayers and/or their representatives as appropriate; gathers and discusses information regarding appeals; assists in answering interrogatories/discovery motions and provides testimony as needed; conducts research and makes recommendations; assists the general public with valuation, maps, property review cards, and other tax-related inquiries.

Manages the application of appropriate techniques for the appraisal and/or audit of tangible personal property, including determining appropriate exemption and classifications: provides training and guidance for practical application of cost and sales and income approaches to valuations; provides guidance and direction for appraisal of unique or complex properties not suitable to be appraised by mass appraisal models; assigns and monitors land activity and Superior Court cases processed by subordinate employees.

Assists property owners, attorneys, tax representatives, governing authorities, and the general public with tax-related matters: provides customer service, educates and assists with appraisal methodology, appeals process, parcel ownership, parcel mapping, land characteristics, physical improvement data, and current or historical valuation.

Assists in the development and administration of assigned area budget: monitors expenditures for compliance with approved budget; approves or denies training/travel for continuing education of staff; monitors appraisers’ mileage; and oversees office supply inventory.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including Sales Ratio, Pending Appeal Status, Agenda, and AA03 Reports; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including Production, Kronos Exception, Neighborhood Change, and various other reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with City officials, supervisor, sales representatives, attorneys, tax representatives, builders, contractors, project managers, , and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Other Requirements:

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, and visual cues or signals.Some tasks require the ability to communicate orally.
