The Social Services Program Manager will lead the development and implementation of Fulton County’s Co-Responder (CoRe) Program—a multidisciplinary initiative designed to pair behavioral health professionals with law enforcement officers to respond to behavioral health-related 911 calls. This time-limited, grant-funded position is responsible for launching the program from the ground up, including team development, interagency coordination, training implementation, and protocol development.

Bachelor's Degree in Behavioral Science, Psychology, Social Work, or Sociology, supplemented by three years of experience in social services, management, or psychology; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Social Services Program Manager is responsible for managing multiple social services programs in addition to educating the community regarding social services programs.
Essential Functions

Supervises assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, making hiring or disciplinary recommendations, and administering disciplinary action as required.
Plans and oversees programs and developmental activities.
Serves as a liaison to link program activities with community agencies or other social service resources to enhance programming services.
Represents Fulton County Government at community and business meetings. Educates the community about social services programs.
Evaluates the effectiveness of program planning and implementation activities.
Responds to inquiries and resolves problems or complaints regarding the availability or quality of program services.
Develops systems and maintains records that provide for the proper evaluation, control, and documentation of assigned area and prepares reports on program activities.
Prepares annual financial and program activity reports in compliance with all applicable federal, state, and local regulations and manages assigned program budget.
Ensures that the assigned program complies with all applicable federal, state, and local regulations.

Preferred Qualifications
- Experience leading a multidisciplinary or crisis response team.
- Familiarity with behavioral health crisis systems, diversion programs, and criminal justice coordination.
- Experience launching new programs and building cross-sector partnerships.
- Master’s degree in Social Work, Public Administration, Public Health, or related field is preferred but not required.
Program Development & Implementation
- Design, implement, and manage the daily operations of the CoRe Program in accordance with grant goals and evidence-based practices.
- Oversee the establishment of workflows, performance tracking, and integrated field response protocols in coordination with law enforcement and behavioral health systems.
- Ensure compliance with all grant conditions, deliverables, and reporting timelines.
- Prepare and submit narrative and data reports to funders and internal leadership.
- Recruit, supervise, and support a multidisciplinary team of clinicians, case managers, and peer specialists.
- Oversee staff onboarding, develop and deliver comprehensive training, and support professional development.
- Schedule and supervise team deployment in coordination with dispatch and law enforcement partners.
- Serve as the primary liaison between the Department of Behavioral Health, Sheriff’s Office, 911/Dispatch, and community-based service providers.
- Foster strong working relationships with public safety, health care, and nonprofit partners to support coordinated care and diversion efforts.
- Lead the development of standard operating procedures (SOPs), crisis response workflows, dispatch guidelines, safety protocols, and documentation standards.
- Collaborate with law enforcement and behavioral health stakeholders to ensure alignment with countywide crisis and diversion systems.
- Establish and monitor key performance indicators (KPIs) to track outcomes, inform program improvements, and demonstrate impact.
- Collaborate with analysts and evaluators to ensure data collection, visualization, and use of results for continuous improvement.
- Represent the CoRe Program at community events, conferences, and stakeholder meetings.
- Promote public awareness about behavioral health alternatives to arrest and traditional public safety responses.
- Assist in developing and monitoring program budgets, procurement of supplies and equipment, and resource allocation.
- Ensure all services are delivered through a lens of cultural humility, equity, and trauma-informed care.
- Promote recovery-oriented, client-driven approaches that honor the lived experience and dignity of all individuals served.
