Purpose Of Classification
The purpose of this position is to manage contracts and grants for assigned department, and to continually seek opportunities to improve contracting and grant application processes; implements new and revise specifications of contracts and grants from inception through termination which includes, but is not limited to, reviewing grant submissions, providing professional consultation, advice, direction to all levels to include examining the execution process and making necessary adjustments to improve customer service; collaborates with other departments and external staff, contractors, funding agencies, and third party entities or subcontractors regarding the contracting and grant funding issues and methods.

Supervises, directs, and evaluates assigned staff: establishes workloads and prioritizes work assignments; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Develops and updates training curriculum, presentations, and materials for use in the conducting of training sessions to the staff and at times contractors. Provides technical assistance to internal and external customers on contracts and grants development and management: reviews contract packets and grant applications; recommends appropriate actions; assists with program specific documentation; and plans, develops, and participates in contract and grant process, i.e. pre-grant application submission, requests for proposals evaluations, etc.
Processes a variety of documentation associated with contracts and grants, within designated timeframes and per established procedures: receives and reviews various documentation, .including contract/grant requirements, legal descriptions, surveys, site plans, deeds, sales agreements, and other items; reviews, completes, processes, forwards or retains as appropriate.
Prepares or completes various forms, reports, correspondence, and other documentation, including agenda, minutes, applications, and payment vouchers; compiles data for further processing or for use in preparation of department reports; maintains computerized and/or hardcopy records; and coordinates statistical and analytical studies and produces computer generated reports
Contract Management
Manage the administration of contracts and MOUs.
Reviews and approves contract proposals which may include acceptance of specific terms and conditions at the proposal stage. Ensures that all components including proposed budgets, reporting requirements, compliance requirements, termination schedules, and deliverable schedules are compatible with the agency and Fulton County policy. Evaluates and substantiates complex financial representations made for the project, including cost sharing commitments, indirect costs, and salary quotations.
Substantiates the commitments, approvals, and documentation of subcontractor institutions. Manage and coordinate internal prior approvals, compliance requirements and documentation of subcontractor institutions. Develops contracts and amendments for multiple federal, state, non-profit and private entities using extensive knowledge of applicable agency and Fulton County policies, federal, state, and public laws, codes and statutes.
Negotiates contract terms and incorporates appropriate terms and conditions with various contracting parties to ensure that the requirements of the agency flow-through in collaboration with the County Attorney, safeguards the integrity of contract administration by exercising legal and risk management practices, adds value within contract language, and protects the agency from financial losses due to adverse legal action or risk irregularities.
Practices effective and efficient processes for managing grants and contracts including but not limited to reporting, renewals and amendments. Identifies, negotiates, and resolves problems assuring appropriate and timely correction of contract administration and compliance issues.
Provides subject matter expertise and support to the principal investigator and departmental staff when contract non-compliance has been identified.
