UNCLASSIFIED POSITION IN THE FULTON COUNTY SHERIFF'S OFFICE


Minimum Qualifications:
Bachelor's degree in Accounting, Business Administration, Finance, Organizational Management or related field; supplemented by three years of experience in internal auditing; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: CPA preferred. Must possess and maintain a valid driver's license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

KEY RESPONSIBILITIES:

Audit monthly bank reconciliations completed by the Accounting Unit.

  • Ensure internal controls exist
  • Ensure proper expenditure and revenue has been accurately and legitimately posted to the accounts.
  • Inform the Accounting manager of any corrections and/or adjustments needed for the reconciliations.

Provide management with quarterly reports detailing revenue and expenses for all bank accounts.

Assist in the annual external audit by providing requested FCSO financial documents to the external auditors. The external audit supports the Fulton County Comprehension Annual Financial Report (CAFR)

Provide rports to FCSO Accreditation Chief

  • Annual Weapons Audit Report
  • Assist the Range Master in the annual audit of FCSO weapons. Participate in site visits and physical counts all lethal and non-lethal weapons.

Quarterly Finance Division Report

Annual Equitable Sharing Agreement & Certification

Annual Equitable Sharing Distribution Report

Annual Asset Forfeiture Funds

Annual Asset Forfeiture Expense Summary

Submit monthly Travel and P-Card Reconciliations

Attend Fulton County’s Audit Committee Meetings

  • Report discussions/reports related to FCSO

Assist in providing responses to Open Records Request

Audit FCSO Special Projects as directed by management.

Review FCSO fiscal management SOPs for relevance and support of processes and procedures.


Purpose of Classification:

The purpose of this classification is to perform internal financial, contractual and administrative reviews in assigned departments or programs for the County. This class is distinguished from Internal Auditor I in that incumbents in this class have three years of experience in internal auditing.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Conducts financial compliance and operation audits and fiscal analysis; evaluates the effectiveness of the County's various fiscal and operational systems of internal control and compliance with applicable laws, policies, regulations and procedures; researches and analyzes technical transactions and financial models; tests audit trails to identify potential errors; ensures fiscal accountability for all transactions, allocations, distributions and documentation; conducts interviews; makes recommendations to correct errors; prepares and submits reports.

Conducts contractual audits; reviews the development and administration of contracts; ensures contract preparation and execution complies with County purchasing policies and procedures; tests contract transactions; conducts interviews; identifies problems or discrepancies; makes recommendations to resolve problems or discrepancies; prepares and submits reports.

Conducts administrative process audits and analysis; evaluates the effectiveness of the County's various administrative and operational compliance with applicable laws, policies, regulations and procedures; researches and analyzes procedures and work processes; conducts site visits and interviews; recommends appropriate corrective strategies; prepares and submits reports.

Consults with department heads, other County employees, and program administrators to review current and proposed financial and administrative processes, to give advice and to make recommendations regarding current and proposed financial and administrative processes and their impact on internal controls.

Researches, compiles, and/or monitors statistical or other data pertaining to department and/or program operations; summarizes data, performs routine data analysis, and prepares reports; conducts research of department files, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including financial documentation, program rules and guidelines, departmental and program self-surveys, and data forms; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including surveys, midyear and annual reports, and financial and administrative analysis; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates or uses various equipment and supplies in order to complete work assignments: operates and maintains a motor vehicle; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Communicates with County department heads, supervisor, other employees, program administrators, third party service contractors, laborers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

NECESSARY SPECIAL REQUIREMENTS:
  • All applicants must agree to and successfully pass a background investigation, drug screening and polygraph to be considered for employment with the Fulton County Sheriff's Office.

Examination:
The examination will consist of an evaluation of education and experience accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position
