Position Description

As a Traffic Control Estimator with Fryman Management, Inc., you will work with other department members to assist Project Managers and leadership in achieving assigned project-related activities (internal and external) in support of project scope, schedule, quality, and financial objectives. You will evaluate project plans, specifications, and proposals to generate accurate, timely, and competitive cost estimates for temporary traffic control services, equipment rentals, flagging operations, and roadway safety installations.

Requirements and Expectations

  • Review and interpret bid documents, civil design plans, specifications, and requests for proposals (RFPs) to determine the full scope of work, labor requirements, and equipment needs.
  • Perform detailed material and quantity take-offs for temporary traffic control devices, including signs, barricades, channelizers, crash attenuators, and automated message/arrow boards.
  • Calculate direct labor costs for field crews (Traffic Control Supervisors, certified flaggers, and setup technicians), trucking, and equipment deployment.
  • Determine project-specific compliance requirements and estimate municipal/state permit, plan review, and inspection fees.
  • Solicit, review, and negotiate vendor and specialty subcontractor pricing to ensure accurate and competitive cost structures.
  • Prepare comprehensive, organized bid submittals and cost estimates within designated deadlines.
  • Participate in pre-bid meetings, site walks, and project handoff sessions to identify potential logistical hazards, site constraints, and scope risks.
  • Assist in documenting and refining initial project plans, budgets, and resource schedules. Conduct post-job cost variance analysis with operations teams to compare estimated costs against actuals and refine future estimating benchmarks.
  • Coordination of project documentation, bid logs, and historical pricing records throughout the project lifecycle. Participate as assigned in project management processes, tracking, coordination, communications, reporting, scope control, financial/resource control, and risk management activities.

Qualifications and Skill Sets

  • 2–5 years of estimating, bidding, or project coordination experience within traffic control, civil infrastructure, highway maintenance, or public works.
  • Associate degree in Construction Management, Business, Civil Technology, or a related field; Bachelor’s degree preferred.
  • Direct experience working on Construction, Traffic Control, or Public Works projects.
  • Strong knowledge of Microsoft Office (advanced proficiency in Excel for cost-modeling).
  • Proficiency with digital takeoff and estimating software (e.g., HeavyBid, B2W, PlanSwift, or Bluebeam Revu) is preferred.
  • Working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), Department of Transportation (DOT) standards, and local agency permitting processes.
  • Driving for results in assigned tasks and time-sensitive bid schedules.
  • Basic problem solving at the tactical level (analyzing plan discrepancies, investigating scope conflicts, and following up on subcontractor bids).
  • Communicating (expressing; listening) effectively across technical, operational, and commercial teams.
  • Establishing effective relationships with the wide spectrum of team members, vendors, general contractors, and public agency stakeholders.
  • Negotiating with team members, vendors, and subcontractors on pricing, tasks, and schedules.
  • Diligence and attention to detail in mathematical calculations and bid paperwork.
  • Strong organizing and coordinating skills.
