Job Description:
The Fire Chief is responsible for day to day operations such as strategic decision making, operational readiness, financial budgeting, serving the citizens, and managing the employees of the Fruitland Area Fire Protection District. They will report directly to the Fruitland Area Fire Protection District board. The Fire Chief will be responsible for working regular business hours with frequent evening/weekend meetings and on-call responsibilities.
Key Responsibilities Include:
- Develop and implement the department’s strategic plan and annual objectives aligned with community risk and Board priorities
- Advise the board on policy, service levels and long-term capital improvement plans such as stations, apparatus, and technology
- Prepare reports for monthly Fire board meetings or as needed
- Ensure effective incident command and tactical operations for fire suppression, EMS, wildland interface, rescue, and special operations such as hazmat or technical rescue
- Maintain SOGs/SOPs and after action reviews
- Coordinate mutual/automatic aid as necessary
- Lead budget development and oversight and manage operating and capital budgets with transparency
- Prepare grants as necessary
- Ensure compliance of all necessary state and federal departments when necessary including ISO
- Oversee training programs
- Directly supervise all full-time and part-time personnel
- Lead recruitment, selection, succession planning,and performance management of employees
- Direct fire prevention and lead public education, and outreach
- Serve as the department’s Public Information Officer as needed
- Oversee all facilities ensuring resilience and business continuity
- Manage apparatus, equipment, PPE, and inventories per NFPA standards and manufacturer guidelines
- Build strong partnerships with regional fire/EMS agencies, law enforcement, public health, county commissioners, emergency management and hospitals
Our Requirements are straightforward:
- Expert knowledge of incident command, firefighting tactics, EMS operations, and fire codes
- Strong fiscal management, grant acquisition, and capital planning skills
- Demonstrated leadership and strategic planning
- Excellent communication, public speaking, and community engagement abilities
- Comfortable with technology including microsoft office, and ePCR
- Commitment to safety, ethics, and keeping morale high
Education:
- Bachelor’s degree in Fire Science, Emergency Management, or other related field. Master’s degree preferred
- Experience: Minimum of 10 years of progressive responsible fire service experience, including at least 3 years in a command/management role (Battalion Chief or above preferred)
- Certifications:
- NIMS/ICS: 100/200/300/400/700/800
- Fire Officer IV or equivalent
- Fire Instructor II
- Live Fire Instructor
- Fire Investigator
- State Evaluator
- Rope Core
- Fire Inspector III
- EMT-B, Paramedic certification preferred
- State Driver Operator Certification
- Valid State drivers license
