Position Title: Independent Living Residential Program Manager

Position Overview

The Independent Living Residential Program Manager is responsible for overseeing and enhancing residential services for adults with intellectual and developmental disabilities living in independent or supported apartment settings. This role combines program management, and oversee quality services to ensure individuals build, maintain, and increase independence in daily living skills.

The Manager plays a key role in developing and implementing an individualized Individual Service and Support Plan focused on independent living, including cooking, cleaning, shopping, safety, meal planning, budgeting, and self-care. In addition, this position partners closely with the Residential Director to recruit, train, schedule, and support staff who assist individuals in achieving their highest level of independence.  The Manager is responsible for regulatory compliance, fiscal sustainability

The Manager is a part of a residential team that works together to ensure the success of all individuals served in the residential department.

 

Key Duties and Responsibilities

Program Leadership & Coordination

  • Oversee day-to-day operations of  residential services for an assigned caseload of adults who are living independently.
  • Ensure all services are person-centered and aligned with each individual’s service plan, needs, goals, and preferences.
  • Monitor and support individuals in maintaining safe, respectful, and healthy living environments.
  • Assist residential  team to coordinate services across Host Homes, Family Caregivers, and independent living settings as needed.
  • Ensure compliance with all agency policies, state and federal regulations, and licensing requirements.
  • Oversee all aspects of person-centered programming and support for all adults enrolled in that program so they experience a high quality of life based on their abilities and wants.

 

 

  • Responsible for the organization and accuracy of data in the electronic health records and all other systems used in the residential department.

Support Plan Development & Skill Building

  • Programmatic coordination and monitoring in accordance with individual’s service plan.
  • Create detailed individualized plans, tracking, and monitoring of the person’s progress.
  • Design, implement, and evaluate structured curriculum to support independence in:
    • Cooking and meal preparation
    • Cleaning and household management
    • Grocery shopping and budgeting
    • Meal planning and nutrition
    • Personal hygiene and self-care
    • Medication administration and health care
    • Community access and safety
  • Provide hands-on coaching and modeling to staff and participants.
  • Track and document individual progress toward independence goals.
  • Adapt teaching strategies to meet varying ability levels and learning styles.

 

Staff Leadership & Development

  • Assist the Residential Director in recruiting, interviewing, hiring, and onboarding residential staff.
  • Develop and manage staff schedules to ensure adequate coverage and continuity of care.
  • Train staff in best practices for teaching activities of daily living (ADLs) and promoting independence.
  • Provide ongoing supervision, coaching, and performance feedback.
  • Support staff in implementing individualized strategies and behavioral supports.
  • Foster a collaborative, positive, and accountable team environment.

 

Quality Assurance & Monitoring

  • Conduct regular home visits to ensure safety, cleanliness, and quality of services.
  • Monitor implementation of service plans and document outcomes.
  • Ensure individual files are accurate, complete, and up to date.
  • Maintain compliance with documentation systems, including Therap.
  • Participate in after-hours on-call rotation and respond to emergencies as needed.

Communication & Collaboration

  • Maintain regular communication with families, case managers, therapists, and other professionals.
  • Meet weekly (or as needed) with the Residential Director and team to review program needs and updates.
  • Advocate for individuals within the community to promote inclusion, dignity, and respect.
  • Collaborate on community-based activities and opportunities that enhance independence.

Administrative Responsibilities

  • Maintain accurate records related to services, progress notes, appointments, and financial tracking.
  • Ensure timely completion of all required documentation and reporting.
  • Support continuous improvement of program operations through feedback and innovation.
  • Know, understand, and implement agency policies and procedures, including but not limited to, protocols, safety guidelines, emergency procedures, communication processes, work schedules, vacation schedules, and professional standards.

  • Promote the Mission/Vision of FRIENDS and contribute to on-going development of FRIENDS of Broomfield and activities through suggestions to improve existing operational procedures.

 

  • Function as an advocate for the individuals with intellectual and developmental disabilities within the community, fostering and supporting a two-way relationship of respect and dignity between members and other community members.

 

Direct Support

  • Provide direct care and support to individuals as needed.
  • Assist with transportation using agency vehicles or personal vehicles.
  • Model best practices in supporting independence, community connections, and daily living skills.

Qualifications

Required Skills & Abilities

  • Strong leadership, organizational, and critical thinking skills.
  • Ability to teach and model independent living skills effectively.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office, email, internet, and electronic documentation systems (Therap preferred).
  • Ability to work in a dynamic, flexible environment.
  • Ability to lift 50–75 lbs and respond to emergency situations.

 

Education & Experience

  • Bachelor’s degree in human services, social work, or a related field OR
    minimum of 5 years of relevant experience.
  • Experience working with adults with intellectual and developmental disabilities required.
  • Experience in staff supervision, training, or program development preferred.
  • First Aid/CPR certification required (or ability to obtain).
  • Safety Cares certification required (training available on site).
  • Qualified Medication Administration Personnel required.

 

Additional Requirements

  • Valid Colorado driver’s license and acceptable driving record.
  • Ability to pass criminal background and CAPS check.

 

Work Schedule & Classification

  • Hours: Monday – Friday, 8:00 AM – 4:30 PM (Must be willing to work nights and weekends on-sight as needed.)
  • Classification: Full-Time, Non-Exempt
