Freedom Valley Medical Rescue Seeks Executive Director

Based in historic Montgomery County, Pennsylvania, Freedom Valley Medical Rescue (FVMR) is a newly formed organization from the merger of Harleysville Area EMS and Trappe Ambulance late in 2022. FVMR is a 501(c)(3) non-profit organization that is registered with the Pennsylvania Bureau of Charitable Organizations.

FVMR provides 9-1-1 emergency medical services to nearly 65,000 residents in 11 municipalities within Montgomery County. In addition, FVMR has its own Community Wellness division and Medical Training Institute division that provides EMT, Advanced EMT, First Aid, CPR and other healthcare related and safety courses to the public.

In coordination with Freedom Valley Medical Rescue’s Department Directors, the Executive Director plans, organizes, directs, and manages all administrative, financial, legal and Human Resource activities. The Executive Director is the Chief Executive Officer of the organization, exercising sound management principles and creativity in advancing FVMR policies and objectives and maintaining adequate internal and external relationships. The Executive Director provides staff direction and integration of effort, assuring that objectives are met.

Freedom Valley Medical Rescue seeks a well-organized, strong leader with a passion for emergency medical services, education and community minded to serve as its next Executive Director.

About the Position:

The Executive Director is the key business management leader of FVMR. The Executive Director is responsible for overseeing the administration, financial, human resources, and strategic plan of the organization. Other key duties include fundraising, marketing, grant writing, and interfacing with state, county and municipal representatives. The position reports directly to the Board of Directors and works with the President and the Chairperson of each Board Committee.

Duties and Responsibilities:

Board Governance: Works with the Board in order to fulfill our organization’s mission.

  • Responsible for leading FVMR in a manner that supports and guides the organization's mission as defined by the Board of Directors.
  • Responsible for communicating effectively with the Board and providing, in a timely and accurate manner, all information necessary for the Board to function properly and to make informed decisions.

Financial Performance and Viability: Develops resources sufficient to ensure the financial health of the organization.

  • Responsible for the fiscal integrity of FVMR to include submission to the Board of a proposed annual budget, capital budgets, and monthly financial statements, which accurately reflect the financial condition of the organization.
  • Responsible for the fiscal management that generally anticipates operating within the approved budget, ensures maximum resource utilization, and maintenance of the organization in a positive financial position, including but not limited to, the monthly review of profit & loss statements, maintaining the organization's assets and projecting their replacement.
  • Responsible for fundraising, grant writing and developing other resources necessary to support FVMR’s mission.
  • Responsible for approval of Purchase Orders, Commitments and Agreements up to the limitations set by the Board of Directors. Transmits requests for expenditures exceeding the Executive Director’s authority and all significant contracts/agreements to the Board of Directors.
  • Organization Mission and Strategy: Works with the Board and staff to ensure that the mission is fulfilled through programs, strategic planning, and community outreach.
  • Responsible for the development, coordination, and implementation of the strategic plan, in conjunction with the Board, to ensure that FVMR can successfully fulfill its mission into the future.
  • Responsible for the enhancement of FVMR's image by being active and visible in the community and by working closely with other professional, civic, and private organizations.

Organization Operations. Oversees and implements appropriate resources to ensure that the operations of the organization are appropriate and efficient.

  • Responsible, effective administration of FVMR.
  • Responsible for the hiring and retention of competent, qualified staff, along with the creation and termination of the positions based upon economic conditions and the needs of the organization.
  • Responsible for overall oversight of any accreditations maintained by the organization.
  • Responsible for signing agreements and other documents made and entered into and on behalf of the organization within the authority defined by the Board of Directors.
  • Actively engage and energize FVMR’s volunteers, employees, board members, partnering organizations, municipalities, and donors.

Specific Job Responsibilities:

  • Planning and operation of the annual budget.
  • Implementing employment and administrative policies and procedures.
  • Recommending modifications to organization-wide policies and procedures to the Board.
  • Serving as FVMR’s primary spokesperson to the media, and the public.
  • Establish and maintain relations with various organizations throughout Montgomery County and the State and utilize those relations to strategically enhance FVMR’s mission.
  • Report to and work closely with the Board of Directors to seek their involvement in policy decisions, fundraising, and to increase the overall visibility of FVMR throughout Montgomery County and the State.
  • Strategic planning and implementation.
  • Oversee marketing and other communication efforts.
  • Review and approve contracts for services.
  • Other duties as assigned by the Board of Directors.

Working Conditions:

  • The Executive Director usually works in an office environment, but the mission of the organization may sometimes take them to non-standard workplaces.
  • The Executive Director works a standard work week, but as an exempt employee of FVMR in a leadership role, may need to work non-standard or additional hours.

Qualification Requirements:

Essential

  • BS/BA with major emphasis on business management and/or healthcare – an advanced degree or related experience will also be considered.
  • Valid Driver’s License
  • In-depth understanding of government regulations, policies, and requirements specifically related to EMS operation and training.
  • Excellence in organizational management with the ability to coach staff, manage, and develop high-performing teams, set and achieve strategic objectives, and manage a budget.
  • Past success working with a Board of Directors with the ability to cultivate existing board member relationships.
  • Strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures.
  • Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills.
  • Action-oriented, entrepreneurial, adaptable, and innovative approach to business planning.
  • Ability to work effectively in collaboration with diverse groups of people.
  • Passion, idealism, integrity, positive attitude, mission-driven, and self-directed.
  • Work effectively with a variety of volunteers, employees and board members.

Desirable

  • Working knowledge of computers and relevant software, including but not limited to MS Office Suite, QuickBooks and all associated programs.
  • Current certification as a Pennsylvania State Emergency Medical Technician or higher
  • Current healthcare provider CPR certification, or ability to successfully obtain within one year of employment.
