Position Details
WIC Coordinator administers, coordinates and supervises the policies, procedures and activities in the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) to provide food, nutrition counseling and access to health services to low-income women, infants and children and ensure compliance with federal, state and local rules and regulations. Coordinates WIC services with other services available to WIC participants both at WIC clinic sites and in the community. Provides work direction and training for dietitians, nurses, CPAs, and office support staff, as needed. Regular contact with the department and other departments, outside agencies and public (supplying or seeking information) on specialized matters.

Serves as WIC CPA (Competent Professional Authority) and High-Risk CPA providing WIC participant certifications during appointments while assessing health status of participant.
• Ensures that participant eligibility is correctly determined and receives benefits equitably according to federal rules and regulations.
• Provides follow-up for high-risk participants and families.
• Develops, implements and evaluates individual nutrition care plans for participants and provides nutrition education materials in multiple languages.
• Completes initial assessments and interventions with participants and makes referrals to other programs as needed
• Completes planned follow-ups on individual nutrition care plans.
• Assess and/or approves medically prescribed formulas, changes in infant formulas, and all participant food packages.

Administers the WIC services for more than 700 participants per month in compliance with federal, state and local regulations.
• Conducts chart audits to ensure accuracy.
• Completes reports and inventories to be reviewed by state staff members; submits required reports to the state.
• Ensures that participant data is kept private to remain in compliance with HIPAA regulations.
• Develops, implements and evaluates program goals and objectives.
• Ensures that all coordinated services administered are comprehensive, accessible and effective for all parties involved.
• Prioritizes workloads and sets up clinic schedules for appointment scheduling.                                                                                                                                                                 • Inventories and maintains equipment and supplies for each clinic location.
• Ensures compliance with MN WIC policies and procedures and applicable federal regulations, policies and instructions, referring to up-to-date policies.
• Plans, implements, and follow-ups on policy changes with staff and supervisors, as needed.
• Reads and comprehends communications/publications from state agency, shares information with staff, and ensures successful implementation of program changes.
• Consults with and seeks advice from state staff as needed.
• Attends state meetings/trainings, and shares information with staff.
• Facilitate monthly WIC Staff Meetings with supervisor and WIC staff. .
• Oversees Public Health’s issuance of infant formulas (contract, non-contract and medical formulas) and formula samples. Communicates with local medical providers regarding formula issues.
• Coordinates medical referrals to physicians and other health care providers.
Serves as the Local System Administrator (LSA), the primary automation contact between the State agency and the local agency.
• Conducts data system administration functions for agency WIC Information System, including running and implementing reports and performing computer system maintenance.
• Works with computer support system consultants from the State of Minnesota and with the Freeborn County Information Technology Department to ensure system is maintained properly.

Coordinates staffing of the WIC Program.
• Assigns, monitors work and monitors work-related education needs.
• Maintains authorized caseload levels.
• Orients new WIC staff; completes initial staff training and ongoing education regarding the WIC system and hematological assessment.
• Motivates staff and creates atmosphere for cooperation, independent work and learning.
• Provides backup to staff as needed.
• Works with the Supervisor to identify and meet staffing needs.

Collaborates to complete Nutrition Education Plan for the WIC Program, a resource of nutrition knowledge and expertise in WIC and, occasionally, in other program areas within the Public Health Department.
• Performs professional public health nutrition activities, participates in program planning and evaluation as assigned and delivers direct participant services.
• Coordinates direct services, evaluates staff competencies, evaluates nutrition education materials and serves as liaison with health care providers.
• Coordinates WIC services with other services including Public Health Nursing, immunizations, MD’s, Social Services, ECFE, Extension, Preschool screening, health & dental care, family planning, childbirth ed., Head Start, etc.

Serves as Breastfeeding Coordinator and Nutrition Educator for the WIC Program.
• Coordinates breastfeeding promotion and support activities.
• Develops, reviews and evaluates breastfeeding materials.
• Coordinates the development and dissemination of policies.
• Trains new staff regarding role in breastfeeding promotion and support.
• Serves as liaison with other community breastfeeding programs.

May serve as the Peer Breastfeeding Support Program (PBSP) Coordinator for the WIC Program.                                                                                                                         

• Coordinate the PBSP program.
• Conducts chart audits to ensure accuracy.
• Completes reports to be reviewed by state staff members; submits required reports to the state.
• Ensures that participant data is kept private to remain in compliance with HIPAA regulations.
• Develops, implements and evaluates program goals and objectives.
• Ensures that all coordinated services administered are comprehensive, accessible and effective for all parties involved.
• Prioritizes workloads.

Ensures participants receive quality services and appropriate benefits
• Maintains participant confidentiality and protect data privacy.
• Trains staff on Civil Rights requirements, and monitors compliance.

Practices Continuous Quality Improvement
• Contribute to positive, efficient, and professional work environment by working independently, and as a team member to achieve and continuously improve individual, team, division, and department outcomes.

Prepares for and responds to emergencies, events, and incidents and assists communities in recovery. Responds 24/7, as needed, during a public health emergency. May need to provide these services after hours, weekends, overnight, and holidays.

Performs other duties, as necessary.

• Ability to establish and maintain cooperative working relationships with other staff members, representatives of other agencies, clients, and public.

• Knowledge of medical terminology, diseases, illnesses, and nutrition.
• Knowledge of HIPAA, Data Privacy laws, and the Nurse Practice Act.

• Knowledge of general medical/nursing procedures.
• Ability to create and maintain accurate records.
• Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations.
• Ability to write reports, business correspondence, speeches, and articles for publication that conform to prescribed style and format.
• Ability of effectively present information and respond to questions from groups of managers, clients, customers, and general public.
• Excellent communication skills, both oral and written.
• Ability to work under limited supervision with general autonomy in determining how objectives are achieved.                                                                                                          • Ability to apply professional principles and judgement problem solve issues that impact division or major department operations.
• Effective communication skills to provide regular contact with department, outside agencies and the public.
• Skill in administering preventative health care, such as immunizations.

Education and Experience
• Bachelor’s degree in nutrition and currently registered or licensed by the State Board of Dietetics in Nutrition Practice, or
• Bachelor’s or Master’s Degree in Nutrition such as Nutritional Sciences, Community Nutrition, Clinical Nutrition or Dietetics, or
• Bachelor’s degree in nursing with current licensure as a Registered Nurse in the State of Minnesota with a Public Health Certification
• 2 years related experience preferred or equivalent combination of education and experience
• One to two years of related experience.

Physical and Mental Requirements
This job typically requires: sitting, standing, walking, driving, feeling, manual dexterity, grasping, talking, hearing, typing, and seeing. There is exposure to computer keyboards and video screens. This position is generally light-duty and may require the exertion up to 20 pounds of force.

Working Conditions
Work is performed in an office or other indoor environments. Travel is required to other facilities, client homes, meetings training, etc. There is potential exposure to blood borne pathogens and contagious diseases.
