What are the responsibilities and job description for the Permit Coordinator position at Frederick County Government?
Non-exempt; full-time; 40 hours per week; Monday- Friday; 7:00 a.m. – 4:00 p.m.; full-benefits
Serving as technical advisor to all permitting staff, this position coordinates and manages the intake, processing and tracking of all permit applications and approvals for the environmental compliance section, licenses, as well as other aspects of the building, electric, fire, gaming, and plumbing functions of the department. Direction is given to Permit Specialist and various agency support staff.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

- Oversee all administrative aspects of the County's Environmental Compliance Section
- Review and process grading, stormwater, logging, driveway, and forest resource ordinance permit applications, routing plans to review agencies or rejecting plans for deficient submission standards
- Accept and route agreements and sureties, deeds, maintained agreements and other legal documents to appropriate agencies or reject for deficient submission standards; coordinate with the County Attorney’s Office
- Track and respond to developer, engineer, and applicant questions
- Process and review building, plumbing, electrical, fire, and use permits, and trade licenses, including the review of initial application and route to appropriate department through land management software platforms
- Provide guidance and give direction to Permit staff regarding processing and management of the permit and license processes
- Perform quality control, audits and assurance reviews on applications received and processed; follow up on audits as needed
- Review and resolve citizen concerns; respond to the Division’s PIA requests
- Maintain project files, databases, spreadsheets, and project status documents including scanning and filing documents
- Perform other duties as assigned

- Minimum 4 years of work experience in zoning, permitting, coding and construction documentation, or a related field
A combination of education and experience that provides the required knowledge, skills, and abilities to successfully perform the essential functions and job responsibilities of this position may be considered as a substitution for the above-listed required education and experience. ADDITIONAL REQUIREMENTS:
Employees in this classification are designated as Non-Essential. An Essential Employee means the employee is considered necessary for the operation of County services. Essential Employees are required to report to work in the event of a weather incident, general emergency, or disasters when County offices are closed. They may be required to work overtime with little or no advance notice and may be required to report to work in emergency situations and/or after hours.
The position may be considered essential personnel during emergencies and may be required to work to support County operations.
KNOWLEDGE / SKILLS / ABILITIES:
- Knowledge of Frederick County permitting and construction process, basic engineering principles, County and State codes and regulations relating to construction
- Ability to work with department and division management to improve service by developing and implementing changes to existing procedures/protocol
- Ability to effectively read and interpret plans, maps and plats
- Ability to effectively assign and follow-up the work of others
- Ability to perform software testing and provide training to staff and customers
- Strong and accurate math and clerical skills including the ability to effectively create, update and maintain manual and computerized files and filing systems
- Ability to make independent decisions, establish priorities and complete assigned duties with minimal supervision
- Strong and effective spoken and written (English) communication skills, to effectively problem solve to resolve complaints and respond to inquiries from the public via email, phone and in person
- Ability to develop and maintain effective working relationships with co-workers and the general public, maintaining a pleasant, professional demeanor while working with the public in a wide variety of circumstances and who have varying degrees of knowledge of permitting requirements
PREFERENCE MAY BE GIVEN FOR:
- Work experience with processing building, grading, stormwater, plumbing, electrical and gaming permits
- Local or municipal government work experience
- Administrative work experience that includes customer service responsibilities
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position, the employee is required to frequently sit, walk, and perform repetitive motions
- While working in this position, the employee is required to constantly work indoors
- Available for varied working hours as needed for meetings or other commitments
- Ability to provide own transportation as needed for meetings and other commitments
