This technical position involves independent on-site inspection of primarily residential building, plumbing and electrical installations to assure compliance with State and County regulations and requirements. Supervision is received from a Chief Inspector and/or the Manager of Inspection Services.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. Â For external hires, offers are made at the base wage rate, with limited exception.

  • Inspect building, plumbing and electrical installations during construction; examine completed installations for use of proper materials and procedures
  • Maintain records of inspections
  • Check plans and specifications for installations
  • Confer with a Chief Inspector on difficult enforcement problems
  • Respond to electronic, telephone and in-person inquiries regarding residential building, plumbing and electrical code requirements and other departmental issues
  • Drive a County vehicle to various sites throughout the County to inspect building, plumbing and electrical installations during construction and upon completion to assure the use of proper materials and procedures
  • Prepare and maintain forms and reports related to inspections performed
  • Access the permits tracking system and other automated data sources to research, review and verify information
  • Participate in the nonresidential inspection of building, plumbing, electrical and other possible trades, as needed
  • Perform building, plumbing and electrical plan reviews on commercial projects and other structures, as needed
  • Perform other related duties as required

  • High school graduation or the equivalency
  • Minimum 9 years building, plumbing and electrical installation work experience
  • Possession of the following certifications or ability to obtain, and maintain, the following certifications within six (6) months:
  • ICC Residential Building Inspector - B1
  • Possession of the following certification or ability to obtain, and maintain, the following certifications within 18 months:
  • ICC Combination Residential Inspector - P1, E1 and M1
  • Possession of a valid automobile operator's license
  • NOTES:Â
  • Possession of a State of Maryland Master Plumber's or Electrician License (or a comparable license from another jurisdiction with ability to obtain this license by reciprocity within 30 days after hire), will reduce years of plumbing/electrical installation work experience to 7 years.
  • Master Electrician's meeting all stated qualifications will be hired at higher salary grade with a starting hourly rate of $29.43 per hour
  • Master Plumber's meeting all stated qualifications will be hired at a higher salary grade with a starting hourly rate of $29.43 per hour

Knowledge / Skills / Abilities

  • Ability to maintain County Authorized Driver privileges
  • Considerable knowledge of the methods and practices involved in installing, repairing and maintaining a variety of building, plumbing and electrical installations
  • Working knowledge of the International Building Code, Plumbing Code and the National Electrical Code
  • Ability to obtain, and maintain, the following certifications: ICC Combination Residential Inspector - B1 within 6 months of hire; P1, E1 and M1 within 18 months of hire
  • Ability to effectively understand and interpret plans and specifications
  • Ability to determine any violations of applicable codes and ordinances; to evaluate corrective actions and to approve work Ability to effectively access and utilize computerized systems and equipment
  • Ability to develop and maintain effective working relationships with contractors, co-workers, and the general public
  • Effective spoken and written (English) communication skills with the ability to effectively complete required paperwork

PREFERENCE MAY BE GIVEN FOR

  • Work experience as a building, plumbing or electrical inspector

Physical Requirements / Working Conditions

  • While working in this position, the employee is frequently sitting, walking, climbing, stooping/kneeling/crouching, and driving; occasionally reaching and performing repetitive motions; and rarely lifting up to 20 pounds, lifting between 20-50 pounds
  • While working in this position, the employee is frequently working indoors; occasionally working outdoors, working in hot temperatures above 100 degrees and cold temperatures below 32 degrees; rarely walking on uneven ground, working id dirty and dusty environments, working in noisy environment, working near machinery; working in confined spaces
  • Available for varied working hours as needed
  • This position is subject to random drug testing
