- Execute on-site field inspections, investigations, surveillance of licensed premises, and prospective licensed premises, in order to evaluate compliance with alcoholic beverages laws, rules and regulations
- Gather, obtain relevant information professionally and ethically, (e.g. interviews, direct observation, on site field visits, research of records/documents/online resources), create detailed reports of findings and consult with supervisor resolving issues of non-compliance
- Testify at hearings/court in order to provide pertinent evidence regarding adjudication of potential violations before the Board of License CommissionersÂ
- Educate applicants and licensees about the expectations of maintaining regulatory compliance Maryland state law, and Frederick County Regulations
- Work with underage minors to perform alcoholic beverage compliance checks
- May issue civil citations as a result of a license violation provided in the Criminal Law Article and the Alcoholic Beverages Article Annotated Code of Maryland
- Maintain thorough record-keeping for accurate, complete, retrievable documentation of inspector reports, monthly activity reports, observations, investigations, and other necessary forms that would provide information for potential regulatory use
- As needed, facilitate regulatory infraction prevention trainings to ensure licensees meet compliance standards
- Perform other related duties as assigned

- High school graduation, or the equivalency
- Minimum 2 years of related law enforcement, security or corrections work experience that includes investigative duties
- Possession of a valid automobile operator's license
- Ability to maintain County Authorized Driver privileges
- Knowledge of applicable laws, codes, and regulations governing alcoholic beverages and civil enforcement, with familiarity in citation processes, documentation requirements, and the ability to communicate violations clearly and professionally to involved parties
- Ability and willingness to maintain and participate in training to keep abreast of current changes in the alcoholic beverage laws and regulations
- Ability to acquire a working knowledge of the Alcoholic Beverages Annotated Code of Maryland and the Frederick County Alcoholic Beverages RegulationsÂ
- Ability to effectively explain the Alcoholic Beverages Annotated Code of Maryland and the Frederick County Alcoholic Beverages Regulations to the public and prospective licensee'sÂ
- Ability to effectively collect and document information during inspections, investigations, and surveillance of licensed premises, and to compose clear, concise, and legally defensible reports
- Ability to maintain strict confidentiality when handling sensitive licensee information, investigative findings, and enforcement records
- Strong situational awareness and ability to adapt communication style to diverse audiences
- Ability to respond quickly and calmly in emergency or enforcement situations, exercising peace officer authority with professionalism and composure
- Ability to demonstrate sound judgment, planning, organizational, and time management skills in coordinating inspections, preparing testimony for hearings, and managing multiple compliance cases simultaneously
- Strong and effective spoken and written communication skills in English, with the ability to draft official reports, deliver testimony in court to support regulatory enforcement, and conduct training sessions on violation prevention, regulatory compliance, and state-certified Alcohol Awareness programs
- Ability to effectively use various office equipment such as a computer, iPad and copierÂ
- Ability to evaluate and prioritize the needs of the office/field, and perform accordingly
- Ability to communicate, develop, and maintain effective working relationships with co-workers, law enforcement, court personnel, the general public and various county and state agenciesÂ
- Experience conducting on-site inspections of alcohol beverage licensed establishments to evaluate compliance with applicable laws, rules, and regulations
- Experience teaching regulatory compliance and infraction prevention trainings
- Experience monitoring and operating video surveillance equipment and utilizing equipment for investigative purposes
- Experience with the authority to issue civil citations in response to violations of state and county laws
- While working in this position, the employee is required to frequently walk and drive; occasionally sit; and rarely climb and reach
- While working in this position, the employee is required to constantly work indoors; occasionally work outdoors and in a noisy environment; and rarely walk on uneven ground, work in hot temperatures above 100 degrees and cold temperatures below 32 degreesÂ
- Physical requirements include the ability to travel to and access all licensed establishments in order to complete the described duties by use of county vehicle and on foot.
- Individuals in this position may carry a firearm provided they obtain the proper permit. For those interested in securing a carry permit, the Liquor Board will assist in facilitating the application process.
