POSITION SUMMARY: The Safety Superintendent is to ensure that specified yachts operate in accordance with the regulatory requirements whilst maintaining a constructive and positive relationship with the client, crew and representatives. He/she is responsible for overseeing the execution of the Company’s Safety and Security procedures for specified vessels and deputize for DPA and SCO when required. He/she will maintain expert knowledge of company safety, security, and pollution prevention measures, statutory legislation and operational aspects thereof with a focus on that of the USA. He/she is to provide guidance and support for these issues to both internal and external customers. He/she will take a lead role in auditing, emergency response and incident management and investigation and develop relationships with relevant Flag, Port and Coastal State authorities as well as with Class Societies and other organizations. The candidate is required to use independent judgement and discretion in a variety of function.

KEY DUTIES & RESPONSIBILITIES:

  • Implementation: 
    • Installation of SMS and SSP onboard client’s vessel, training of crew
    • Conduct of shipboard safety and security risk analysis
    • Development of ship specific content and procedures for SMS and SSP
    • Coordinating production of third party supplied documentation
    • Support and guidance to crew and shore staff involved in daily operations described in vessel and company documentation
  • Audits and Reviews: 
    • Planning and conduct of audits
    • Analysis of reviews, reports, incidents, audits and their results (observations and non-conformities) and agree corrective action with technical supervisor/Masters.
  • Documentation: 
    • Distribution of company and third party controlled documentation and revisions to specified vessels  
    • Executing document control requirements of third party documents and publications
    • Maintain internal company records as required by procedures
  • Legislation: 
    • Develop expert knowledge of statutory regulations, industry guidelines and codes of practice and act as companywide point of contact for relevant US legislation.
  • Training & advice: 
    • Assist with development and provision of training to staff and crew on applicable legislation and requirements
    • Provide advice for existing and new build yachts, brokers, internal and external clients.
  • Emergency response: 
    • Act as second contact in company emergency response team
    • Plan and conduct tabletop exercises, drills and ship/shore exercises to test/validate the emergency response capability for US office and specified vessels
    • Act as Primary Incident Coordinator if required
    • Carry out Incident investigation
    • Provide media response if required
  • Liaison:
    • Develop relationships with authorities and organisations, including participation on working groups and industry wide associations and initiatives; specifically those in the US.
  • If acting as DPA:
    • Ensure the safe operation of each ship and to provide a link between the Company and those on board, the DPA has direct access to the highest level of management;
    • Responsibility and authority for monitoring the safety and pollution-prevention aspects of the operation of each ship and ensuring that adequate resources and shore-based support are applied, as required.
  • If acting as CSO:
    • Advise level of threats likely to be encountered by the ship using appropriate security assessments and other relevant information;
    • Ensure that ship security assessments are carried out;
    • Ensure the development, the submission for approval, and thereafter the implementation and maintenance of the ship security plan;
    • Ensure that the ship security plan is modified, as appropriate, to correct deficiencies and satisfy the security requirements of the individual ship;
    • Arrange for internal audits and reviews of security activities;
    • Arrange for the initial and subsequent verifications of the ship by the Administration or the recognized security organization;
    • Ensure that deficiencies and non-conformities identified during internal audits, periodic reviews, security inspections and verifications of compliance are promptly addressed and dealt with;
    • Enhance security awareness and vigilance;
    • Ensure adequate training for personnel responsible for the security of the ship;
    • Ensure effective communication and cooperation between the ship security officer and the relevant port facility security officers;
    • Ensure consistency between security requirements and safety requirements;
    • Ensure that, if sister-ship or fleet security plans are used, the plan for each ship reflects the shop-specific information accurately; and
    • Ensure that any alternative or equivalent arrangements approved for a particular ship or group of ships are implemented and maintained

JOB ESSENTIAL FUNCTIONS:

  • Fluency in English is a requirement.  The ability to speak a second language is a plus.
  • In-depth knowledge of Statutory Regulations, specifically including the ISM and ISPS Codes; codes of practice; and other regulations affecting yachts;
  • A good knowledge of Classification Society rules is preferred.
  • Computer literate; proficient with MS Office software.
  • Proficiency with proprietary software and databases will be expected following training.
  • Proficiency in researching and validating rules, references, regulations and related information.
  • Ability to communicate professionally and effectively verbally and in writing.
  • Ability to prioritize and multi-task is essential.
  •  Attention to detail and follow-up is essential
  • Working experience in the shipping industry or yachting essential.
  • Formal qualifications in a marine or related field with a minimum of 10 years of experience in yacht management or maritime operations, including at least 2 years seagoing experience on yachts, or 2 years with the company as Safety & Quality Management.
  • Bachelor’s degree or higher in Marine Engineering Navigation
  • When appointed as CSO - CSO certification acceptable to MCA required.
  • When appointed as DPA – Qualifications, training and experience as per guidance established in MSC-MEPC7/Circ 6 of 19 October 2007 (or as amended) required.
  • Internal Auditor Certification issued by an IACS Class Society preferred.

WORK ENVIRONMENT AND PHYSICAL ABILITIES:

  • Work is conducted most often indoors in an air conditioned, illuminated office environment and periodically outdoors inspecting boats, meeting with yacht captains, and crew aboard vessels, at ports, and on floating barges.
  • Exposure to harmful chemicals or conditions may occur while inspecting yacht engine rooms or at ports. Proper safety equipment is required during inspections. 
  • Local and international travel is required. 
  • Utilization of standard office equipment is used in the working environment. 
  • Motor skills and senses needed to carry out duties include talking, listening, typing, writing, visual inspection of documents and spaces.
  • Light lifting, pushing, walking, and climbing stairs and scaffolding on boats, climbing up/down ladders and climbing into small spaces.
