Compliance Specialist
Non-Exempt
SERVICE CRITERIA
All individuals holding positions within Franklin Savings Bank are responsible for conducting themselves in a manner consistent with FSB’s Pledge of Excellence. Purpose
Under the general guidance of the Compliance & Risk Management Officer, and in accordance with established policies and procedures, the incumbent is responsible for assisting with the administration of the Bank’s program of compliance with various federal and state laws and regulations. The Compliance Specialist is responsible to ensure that each functional area of the Bank maintains compliant with all applicable banking laws and regulations. In addition, the Compliance Specialist is responsible for bank wide compliance training efforts, responds to compliance questions and helps coordinate the Bank’s implementation of new regulations.
Essential Job Functions
- Compliance
· Conduct daily administrative tasks as it relates to compliance with consumer laws, regulations, and rules governing bank operations and product offerings.
· Conduct audits and inspections to ensure the bank adheres to set internal and external laws.
· Remain knowledgeable of all aspects of federal and state consumer regulations that pertain to the job function and adhering to all aspects of these regulations.
· Help to assess the effectiveness of Bank compliance by assisting in the development of internal controls to test compliance.
· Create written summary reports of internal testing results and compliance related topic updates for the VP, Compliance & Risk Management Officer.
· Participate in the development of new products and services to ensure proper consideration of regulatory compliance issues.
· Review forms and disclosures to ensure compliance with applicable laws and regulation.
· Assist with compliance audits that are done in-house; assist with external auditors and examiners to ensure that compliance issues are adequately addressed.
· Make recommendations to the Compliance & Risk Management Officer for changes in policy or procedures as deemed necessary to maintain in compliance.
· Notify VP, Compliance & Risk Management Officer of potential areas of risk identified in audits.
· Participate in the development and presentation of training on regulatory compliance and internal control procedures.
· Review Marketing materials to ensure regulatory compliance.
· Circulate appropriate regulatory information to affected bank personnel, to include helpful guides and aids to assist staff in the understanding of the act. In addition, assist by sharing efficient ways to achieve compliance.
· Provide compliance advice, training and guidance to Bank staff, addressing any compliance questions.
· Administer and maintain the ABA E-Learning Compliance Portal and the FSB Training Portal.
2. HMDA
· Participate with HMDA activities to ensure compliance with Bank policies and procedures, as well as all State and Federal regulations
· Assist with the development of the annual plan for HMDA compliance to include tracking and reporting of data to include filing of the annual Loan Application Register. Accuracy is critical to meet regulatory expectations.
· Conduct validations and reviews on HMDA controls over applicable regulations.
· Assist in capturing, maintaining, and analyzing HMDA compliance data to ensure consistency and adequate compliance.
SKILLS/EXPERIENCE/TRAINING PREFERRED:
· Associates Degree or Education in a related field
· Three years of financial institution experience preferred or equivalent combination of education and experience.
· Interpersonal skills necessary to interact effectively at all levels of the organization.
· Ability to work independently on multiple projects.
· Excellent oral and written communication skills.
· Strong PC skills, including the ability to use all Microsoft Office Suite products.
WORKING CONDITIONS:
Physical surroundings are generally pleasant and comfortable with minimal exposure to injury or other hazards.
PHYSICAL DEMANDS:
- Varied work with a normal expenditure of energy and little or no unusual physical effort.
- May involve incidental business machine operations. Normally seated with freedom of movement on a regular basis. Work involves walking, sitting and standing.
- Occasionally long periods of time working at a PC terminal.
- Handling of light materials and supplies.
- Must be able to lift and/or move up to 25 pounds as some physical effort is required in the lifting of materials and supplies.
- Dexterity and visual attention is needed for the frequent operation of office equipment.
- A valid driver's license is required as travel will be necessary.
