This position will begin as a part-time role, with the opportunity to transition into a full-time position with benefits.

NATURE OF WORK

Under general supervision, develops and conveys fair market value estimates for commercial real property located in Franklin County. Observes and analyzes the local and regional commercial real estate market. 

 

ESSENTIAL FUNCTIONS:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

  • Uses mass appraisal software to aid in the description, analysis, and calculation of fair market value estimates for real property. 
  • Conducts physical inspections of real properties; observes, measures, and sketches objects using applicable tools including but not limited to measuring tools, calculators, and cameras. 
  • Prints, assembles, and files property appraisals in the Assessor’s physical files; maintains property information within computer system.
  • Assists the general public and Assessor’s Office staff with property information and valuation. 
  • Prepares and conveys property appraisals as evidence in County and State tax appeal cases on a yearly basis.
  • Reviews and analyzes outside property appraisal reports in conjunction with property owners’ opinions of property values. 
  • Prepares various reports as required. 
  • Performs other duties as assigned. 


WORKING ENVIRONMENT / PHYSICAL DEMANDS: 

Work is performed in a standard office environment and in the field when conducting appraisals; subject to sitting for extended periods of time, standing, and walking; exposure to variable weather conditions is involved.


EMPLOYMENT STANDARDS:

High School Diploma or GED equivalent; AND two (2) years of residential or commercial appraisal or real estate experience. 


Depending on area of assignment, a valid Driver’s License, Notary Public License, and/or other specialized certifications may be required.

 

KNOWLEDGE AND SKILLS REQUIRED:

Knowledge of:

  • County policies and procedures.
  • Appraisal principles, practices, and procedures.
  • Regulations, standards, zoning and ordinances governing the appraisal of real and personal property.
  • Methods for compiling and analyzing property data.
  • Construction methods and terminology.
  • Departmental records, reports, and documentation.
  • Appraisal databases and standard computer software applications.


 

 

Skills in:

  • Coordinating and performing a variety of skilled real and personal property appraisal functions.
  • Providing for the fair and equitable assessment of property within the County.
  • Compiling and analyzing property and market sales data. 
  • Preparing and maintaining accurate appraisal records.
  • Establishing and maintaining effective working relationships.
  • Communicating effectively both verbally and in writing.
