Franklin County Regional Housing & Redevelopment Authority (HRA) | Franklin County, Massachusetts
The Franklin County Regional Housing & Redevelopment Authority (HRA) is seeking an experienced and strategic Director of Property Management to lead the operations of a diverse portfolio of public and affordable housing properties throughout Franklin County. Reporting to the Executive Director, this senior leadership role oversees property management programs, capital improvement projects, compliance reporting, procurement activities, departmental budgets, and a team of property management and maintenance professionals.
The successful candidate will provide leadership for all aspects of property operations, including regulatory compliance, tenant relations, vendor and contract management, budget oversight, and supervision of property management, maintenance, and administrative staff. Responsibilities also include full management of capital improvement projects up to $125,000, coordinating public procurement processes, developing policies and procedures, preparing required reports for state and housing finance agencies, and ensuring properties are maintained to the highest standards.
Qualified candidates will have at least seven years of experience in property management, asset management, affordable housing, or related programs, including five years of supervisory experience. Strong knowledge of affordable housing regulations, landlord-tenant laws, property operations, maintenance practices, budgeting, and compliance programs is essential. Experience with public housing, LIHTC, Section 8, and other affordable housing programs is highly desirable, along with excellent leadership, organizational, communication, and problem-solving skills. A valid driver’s license and the ability to travel regularly throughout Franklin County are required.
