Compensation: $68,737-$72,174

An employee in this class is responsible for professional level planning duties at a senior level capacity with the heavy emphasis on research and development of long-range planning issues. Work includes enforcing land use and zoning ordinances and performing related planning functions. Work involves assisting customers with land use and zoning regulation interpretations; analyzing data and drafting reports; researching records and enforcing planning ordinances and policies; and coordinating and maintaining development of land development standards. Work requires considerable public contact with developers, and the general public. Knowledge of the planning field, professional judgment and initiative, and tact and courtesy are required in the performance of duties. Work is supervised by the Assistant Planning and Inspections director and is evaluated based on conferences and review of work assignments.  

Prepares and reviews comprehensive planning elements in relation to a broad spectrum of social, economic, physical and community concerns relating to land use, zoning and environmental impact.

 Serves as primary staff contact for transportation related activities. 

Studies and recommends zoning ordinance amendments to Planning Board and Board of Commissioners; reviews zoning and variance applications for ordinance compliance and issues permits; explains regulations and process requirements.

Prepares agenda and packets, presents items, and serves as staff advisor to Zoning Board of Adjustment.

Provides technical assistance to the general public, property owners, builders, developers, and contractors, by telephone and in person; explains and advises public of regulations on zoning, subdivision ordinances; fields telephone calls and deals with the public in person to answer questions on planning and zoning ordinances and permits. 

 Interprets and answers questions on the Unified Development Ordinance

Assists in preparing maps, reports, and packets for Planning Board and Board of Adjustment; makes presentations as appropriate.

Serves on assigned taskforce and committees; delivers presentations on various planning issues.

Updates various county plans including the thoroughfare and land use plan.

Generates reports on permit activity.

Reviews projects for compliance with stormwater regulations.

Assists department in computer support needs and website development.

Knowledge, Skills, and Abilities

Considerable knowledge and understanding of the principles and practices of community planning.

Considerable knowledge of the technical ordinances, codes and regulations pertaining to land use planning and development including zoning and subdivision principles.

Considerable knowledge of basic governmental and administrative frameworks involved in effective planning.

Skill in the use of computers for compiling reports, developing presentation material, and storing and retrieving data.

Ability to enforce ordinances with tact and firmness.

Ability to use sound, effective professional judgement and to analyze information and apply codes, regulations etc. in fair and consistent manner.

Ability to communicate effectively in oral and written forms and make effective presentations.

Ability to analyze planning issues and recommend solutions.

 Ability to establish and maintain effective working relationships with County officials employees, officials, developers, and the general public.

Bachelor’s degree in planning or related field and considerable experience as a professional planner; or equivalent combination of education and experience. Master’s degree preferred.

Must possess a valid North Carolina driver's license upon hire.

Physical Requirements

Must be able to physically perform the basic life operational functions of sitting, standing, walking, fingering, talking and hearing.

This work requires the occasional exertion of up to 10 pounds of force.

Must possess the visual acuity to examine and work with maps, charts, and detailed materials, to operate a computer, to inspect sites, and to read extensively.

Work requires visual inspection involving small defects and/or small parts, use of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities.
