What are the responsibilities and job description for the Project Manager II - TDIP (MEPF) Airports position at Francison Consulting, Inc.?

About the role

Francison Consulting, Inc. is seeking an experienced Project Manager II – TDIP Assistant Project Manager (MEPF) to support the Terminal Development and Improvement Program (TDIP) at LAX — a major capital initiative modernizing passenger terminals to elevate customer experience, operational efficiency, safety, and system reliability.

Reporting to a Senior Project Manager, you will serve as the primary technical leader for mechanical, electrical, plumbing, and fire protection (MEPF) systems design and construction — managing scope, schedule, cost, and operational interfaces across an active airport environment from concept through turnover.

What you'll do

  • Serve as the primary technical liaison and MEPF subject matter expert for your assigned TDIP project
  • Manage MEPF design scope to ensure full alignment with airport operational requirements
  • Lead procurement and technical evaluation of consultants, contractors, and vendors
  • Oversee installation, testing, startup, and commissioning of all MEPF systems
  • Develop and manage budgets, schedules, and resource plans
  • Coordinate system shutdowns, tie-ins, and construction phasing to minimize operational disruptions
  • Review and respond to RFIs, submittals, and technical change proposals
  • Maintain complete documentation: design criteria, submittals, testing records, and commissioning packages
  • Evaluate contractor performance, approve pay applications, and prepare progress and readiness reports
  • Lead closeout activities including as-built documentation, O&M manuals, training coordination, and warranty tracking

What we're looking for

  • 10 years managing MEP systems design and construction on large-scale infrastructure projects
  • In-depth knowledge of MEPF design standards, codes, commissioning, and system performance
  • Experience integrating systems across BAS, power, HVAC, life safety, and controls
  • Proven ability to manage complex building systems within budget and schedule constraints
  • Strong stakeholder engagement and multidisciplinary team leadership skills
  • Familiarity with Design-Bid-Build, CMAR, and Design-Build delivery methods
  • Airport or large-scale active-operations environment experience strongly preferred
  • Bachelor's degree in Engineering, Construction Management, Architecture, or related field (required); Master's degree preferred
  • Certifications such as PE, PMP, LEED, or AAAE a plus
  • Proficiency with Microsoft Office, Bluebeam, Revit/BIM, and BAS/electrical monitoring platforms
