We are seeking an experienced and highly motivated Property Manager to oversee affordable housing communities and ensure compliance with all federal, state, and local regulations. This role is ideal for a housing professional with expertise in USDA Rural Development (RD) and/or HUD programs who is passionate about serving residents, maintaining compliance, and leading successful communities.


The Subsidized Property Manager is responsible for the overall management, compliance, financial performance, and daily operations of assigned affordable housing communities. This position serves as a key liaison between residents, ownership, government agencies, vendors, and internal departments while ensuring communities operate efficiently, remain compliant, and provide a high-quality living environment.

  • Prepare, review, submit, and reconcile monthly MINC and TRACS reports to ensure accurate rental assistance payments and income reporting
  • Prepare and review annual, interim, and move-in certifications
  • Monitor and maintain compliance with HUD, RD, and other applicable housing regulations
  • Conduct annual physical inspections and file audits as required by regulatory agencies
  • Prepare communities for MORs, supervisory reviews, REAC inspections, and agency audits
  • Oversee Occupancy Specialist and provide guidance when needed
  • Ensure all required training and certifications remain current
Property Operations
  • Collect rent, manage delinquency procedures, process evictions, and attend court hearings when necessary
  • Manage tenant lease violations and ensure consistent enforcement of community policies
  • Conduct semi-annual property and apartment inspections
  • Coordinate move-outs, security deposit reconciliations, maintenance charges, and special claims processing
  • Hire, coordinate, and oversee contractors in partnership with maintenance staff
  • Supervise maintenance operations, work orders, apartment turnovers, and property upkeep
  • Develop and implement policies and procedures that support effective property maintenance and operations
Financial Management
  • Review monthly budget-to-actual financial reports and communicate results to ownership
  • Collaborate with the accounting team to review receivables, payables, and overall property financial performance
  • Approve monthly payables and monitor operating expenses
  • Assist with capital improvement planning and vendor bid coordination
  • Renew government contracts and owner agreements as required
Resident & Stakeholder Relations
  • Serve as the primary point of contact for residents, ownership, government agencies, software vendors, and community partners
  • Foster positive relationships with residents and provide exceptional customer service
  • Coordinate marketing and leasing initiatives with the Occupancy Specialist
  • Communicate potential property concerns, risks, and opportunities to ownership
  • Prepare and submit comprehensive monthly management reports by the 20th of each month
Additional Responsibilities
  • Coordinate bids and proposals for capital projects and community improvements
  • Deliver notices, correspondence, and resident communications as needed
  • Collaborate with internal departments to ensure seamless operations
  • Participate in ongoing professional development and industry training
  • Perform additional duties as assigned by the President and Chief Operating Officer

Requirements

  • Experience managing USDA Rural Development (RD) and/or HUD-assisted housing
  • COS (Certified Occupancy Specialist) and/or STAR certification preferred
  • Experience with MINC and TRACS systems
  • Strong knowledge of affordable housing regulations, compliance requirements, and subsidy programs
  • Excellent leadership, communication, and organizational skills
  • Ability to effectively manage multiple priorities while maintaining attention to detail
