Our programs help women veterans remain in/obtain safe and affordable housing which help them to work, care for their children and attend school, all of which enhance family stability.
Job Title: Program Manager, Veterans Emergency & Transition Assistance
Salary: $68,000 - $85,000, commensurate with experience

Purpose of Position: The Program Manager oversees the Veterans Emergency & Transition Assistance Program, designed to support women veterans and their families during times of financial hardship and transition. The program provides emergency financial assistance, childcare support, financial education, and referrals to wraparound services. The Program Manager ensures the delivery of culturally competent and resilience-oriented client-centered services, supervises program staff, and tracks program outcomes.
KEY RESPONSIBILITIES
Program Oversight & Implementation
- Lead the delivery and continuous improvement of emergency and transition services for women veterans and their families.
- Manage daily operations of financial assistance, childcare subsidy, and financial education programs.
- Adopt, implement, and monitor program policies, workflows, and quality standards.
- Ensure compliance with program guidelines, funder requirements, and confidentiality standards.
- Build and maintain relationships with local service providers, government agencies, and veteran-serving organizations to expand referral networks.
- Oversee intake, assessment, eligibility screening, intervention and follow-up for all applicants.
- Provide guidance and oversight for case management and resource navigation, ensuring timely support and effective referrals to housing, employment, mental health, legal aid, and other community services.
- Maintain cultural competency and a resilience-oriented approach in all services.
Data Management & Reporting
- Maintain accurate records in the client management system (e.g., Apricot, Salesforce).
- Track and report on key performance indicators including number of women served, assistance disbursed, outcomes achieved, and referrals made.
- Prepare reports for internal leadership and funders, contributing to grant proposals and audits as needed.
- Monitor program expenditures and ensure responsible use of financial assistance and childcare funds.
- Support budgeting processes and identify opportunities to enhance program sustainability.
QUALIFICATIONS
- Bachelor’s degree in Social Work, Public Administration, Human Services, or related field required; Master’s degree preferred.
- Proven experience in managing and administering financial assistance programs within human services settings.
- Strong financial acumen, including the ability to analyze programmatic budgets and assess household financial documentation.
- Skilled in reviewing and evaluating financial aid applications and supporting documentation to determine eligibility and appropriate support levels.
- 3–5 years of experience in human services program management, case management, or direct service delivery in a nonprofit or government setting.
- Experience working with veterans or economically vulnerable populations highly preferred.
- Knowledge of emergency assistance programs, trauma-informed care, and social safety net resources.
- Strong management, communication, conflict resolution, and problem-solving skills.
- Proficiency with Microsoft Office and case management systems (e.g., Apricot, Collaborate).
Work Environment & Schedule
- Full-time position; may require occasional evening or weekend hours.
- Some travel to partner sites or community meetings may be required.
- Must have a valid California driver’s license, insurance and a reliable vehicle and be willing to use it on the job.
