Position Overview
The Prevailing Wage Analyst will be responsible for ensuring the accuracy, completeness, and compliance of payroll data associated with public works and government-funded projects. Reporting to the Prevailing Wage Supervisor, this position will focus on detailed data analysis, certified payroll reporting, and verification of wage determinations in accordance with federal, state, and local prevailing wage laws. The Analyst will assist in maintaining compliance documentation, conducting internal audits, and supporting process improvements across FBM’s payroll and compliance operations.
Key Responsibilities
Prevailing Wage Compliance & Analysis
- Review payroll data for employees working on public projects to verify alignment with prevailing wage determinations, fringe benefits, and labor classifications.
- Conduct routine internal audits to ensure compliance with the Davis-Bacon Act, state prevailing wage requirements, and other applicable regulations.
- Assist in preparing certified payroll reports and validating entries for accuracy and completeness.
- Research wage determinations, apprenticeship standards, and applicable labor regulations to support compliance activities.
- Maintain accurate records of wage determinations, certified payroll submissions, and compliance correspondence.
- Assist in preparing and submitting certified payroll reports to government agencies, project owners, and contractors as required.
- Support the development and maintenance of Standard Operating Procedures (SOPs) for wage compliance and payroll reporting processes.
- Utilize payroll and compliance systems (e.g., Ceridian Dayforce, LCPTracker, Elations) to monitor and reconcile payroll data.
- Perform data validation and exception analysis to identify and resolve discrepancies.
- Collaborate with Payroll and HR teams to ensure accurate employee data, pay rates, and classifications.
- Partner with internal departments including Payroll, HR, Legal, and Operations to ensure consistency in wage compliance practices.
- Assist in responding to audit requests, employee inquiries, or project manager questions related to prevailing wage documentation.
- Support the Prevailing Wage Supervisor in developing compliance training materials and communication initiatives.
- Identify opportunities to improve accuracy, efficiency, and internal controls in wage compliance processes.
- Stay current on changes in federal and state prevailing wage regulations, ensuring company practices remain compliant.
- In this role, there may be special projects or other job duties assigned by Management.
- Bachelor’s degree in Accounting, Business Administration, Human Resources, or a related field preferred.
- 2 years of experience in payroll compliance, prevailing wage administration, or related government contracting environment.
- Knowledge of the Davis-Bacon Act, state prevailing wage laws, and certified payroll reporting requirements.
- Experience with payroll and compliance systems (e.g., Ceridian Dayforce, LCPTracker, Elations, DIR uploads, or similar platforms).
- Extensive knowledge of FLSA, federal, state, and local wage and hour, and tax regulations.
- Proficiency in Microsoft Excel and other data analysis tools; experience with reporting and audit functions preferred.
- High attention to detail, accuracy, and data integrity.
- Strong organizational and time management skills with the ability to manage multiple priorities and deadlines.
- Strong communication and interpersonal skills, with the ability to effectively assist employees with payroll related inquiries.
- Excellent written and verbal communication skills with a professional, customer-focused approach.

Compensation
The listed pay range reflects the expected base rate for this position. Actual compensation may vary based on factors such as experience, qualifications, and cost of living in the assigned market
- Base: $75,000 - $90,000 / Annual
- Bonus: 10% Target Bonus
- Total Compensation (Base Bonus): The successful candidate could reasonably expect a Total Compensation Package in the range of $82,500 - $108,000.
- Equity: This role is not eligible for equity opportunities, awards or grants.
